I have tentatively reviewed your CZC for the Amity Storage Project. Below are my comments:
The development agreement (Instr. 2016-021941) allowed alternative compliance from the parking
standards to allow 7 parking spaces. Staff only sees 3 parking spaces and one ADA space. Please
clarify.
The landscape plan states the landscape architect will meet with the City Arborist to establish
mitigation requirements for removal of existing trees. Please note on the landscape plan trees
qualifying for mitigation that are being removed, and how they are being mitigated.
Please note there will be a condition of approval that all pathways will be required to be within
public access easements.
The development agreement requires two additional approvals:
1. The applicant shall obtain approval from ITD for the proposed emergency access to the storage
facility via S. Meridian Road.
2. Any development of land containing the 75 -foot wide gas line easement must comply with the
Northwest Pipeline Development Guidelines. An encroachment permit is required for any
improvements proposed within the pipeline easement.
Documentation of these approvals will be required as a condition of approval prior to certificate of
occupancy.
The development agreement states "future development of the site shall be consistent with the
design standards listed in UDC 11- 3A- 19 and the guidelines in the Meridian Design Manual (or any
updated versions thereof). There are design standards that appear to not be met. The following
Architectural Standards Manual (ASM) should be addressed along the north and west elevations:
1.3B - Integrate at least one material change, color variation, or vertical reveal every 50-horizontal
feet of building fagade; horizontal spacing may be averaged over fagade elevation.
2.3A - Consistently incorporate at least two (2) architectural features into the building design that
are pedestrian scale, to include: fenestration patterns; architectural elements such as ledges,
lighting, or canopies; material or pattern banding; or detailing (see Pedestrian Scale definition).
3.1A - Incorporate at least one type of the following modulations in the fagade plane, including but
not limited to projections, recesses, and step backs that articulate wall planes and break up building
mass. Examples include but are not limited to columns with trim or accent materials, change in
finished material depths, building overhangs, and inset features and materials such as false windows
or fenestration with architectural accents.

3.3E - Fenestration Alternative: Incorporate doors and windows for at least 30% of applicable first
floor fagade, or suggest their inclusion using faux treatments that incorporate at least two of the
following: material changes, reveals in conjunction with color or material change, qualifying
modulation such as recessed areas, architectural trellis, awnings and canopies over access areas,
detached structures such as pergola, or similar architectural features and details.
4.2A- Use any combination of standards from Building Form, Architectural Elements, or Material
sections to provide pattern, color, or material variation on all wall segments. Must not exceed 30-
feet horizontally or vertically without building variation.
In addition, the staff report attached to the development agreement specifically mentions ASM 5.1.1
which states: "In Industrial Districts, untextured concrete panels and prefabricated steel panels are
prohibited as facade field materials facing arterial and collector roadways, or public spaces, except
when used with a minimum of two other qualifying field materials and meeting standard
fenestration requirements." It appears the majority of the elevations are comprised of metal
paneling. The applicant should revise or apply for design exceptions that addresses the criteria listed
on Page A-4 of the ASM Manual.
