Broadway Avenue, Suite 102 Meridian, Idaho 83642 RE: Amity Self Service Storage Facility Certificate of Zoning Compliance Application Dear Planner: Attached for your review and favorable consideration is the Design Review Application for the Amity Self Service Storage Facility. The proposed site will be a Storage Facility with both Self Service and Outdoor Uses. Under the I-L zone, both Self Service and Outdoor Storage Facilities are allowed. The specific use standards as found in Meridian City UDC Section 11-4-3-33 "Storage Facility, Outdoor" and Section 11-4-3-24 "Storage Facility, Self - Storage" apply to this development. Amity Self Storage is approximately 253,010 square feet of enclosed and open self -storage on 15.8 acres and is located at 4940 S Meridian Road (East of S Meridian Road & South of E Amity Road). The subject site will consist of twenty-six (26) enclosed storage buildings and 2 covered open RV buildings, approximately 746 square feet of office space and associated stie/landscape improvements. Storage units will vary in size from 6' x 10' up to 14' x 30'. The open/covered parking for recreational vehicles is located in the northwestern portion of the site. Consistent with previous storage facilities that were approved by the city, Amity Self Storage will include masonry wall pop -out sections along Meridian and Amity Roads (approximately 11' tall) to provide the modulation and necessary projections to articulate wall planes and break up building wall mass. The masonry wall portion will be built with split -face block and a different color for the mortar will be used to provide an accent and give an overall brick/stone appearance as well as texture relief and modulation. The balance of the storage facility will be fully enclosed by the metal walls of the buildings (approximately 9' in height), gates and fencing. The office building will be located at the entrance of the storage site for customer ease utilizing 7 parking spaces including handicap access. Included at the office will be a self-service kiosk as well as an attendant on a part time basis. The office exterior will be constructed of stucco walls and a curved metal roof system. The Amity Storage development will have landscape buffers adjacent to Meridian Road and Amity Road. The landscaping will follow the City of Meridian xeriscape standards. The buffer along Amity Rd will be a minimum of thirty (30) feet wide. The buffer along Meridian Rd will be a minimum of thirty-five (35) feet wide. The landscape buffers will include a combination of trees and shrubs. Since there are no water rights associated with this property, we are required to use the City of Meridian water to irrigate the landscaping. We will drip CUEIDR IAy APPROVED DATE 03/04/22 FIEF NUMBER: A2D21 -1 ntings to minimize water usage. There will be a ten (10') foot regional pathway in the landscape loth Meridian and Amity Roads. In designing the fencing and landscaping for this site, we are balancing three significant challenges: 1) restrictions related to the existing high pressure gas line, 2) the overall topography, and 3) the requirement to provide security for the storage facility. Internal to the site, we will continue to work with the gas company. Due to the gas utility easement along Amity Road, the landscaping in this easement will be shrubs only. Also in this area, a wrought iron fence will be built for security purposes as well as access for the gas company if ever necessary. The gas company requires a fence that can quickly and easily be removed for maintenance purposes. The landscape design will provide a consistent appearance along Amity Road. Regarding Meridian Road, the landscape buffer widths will be equal to or exceed the city requirements while the landscaping and pathway will be within our property. By placing the buildings further away from the existing street and working with the existing topography, some of the buildings will be placed in such a way that they will not be visible from Meridian Road. In a few locations, a black chain link fence will be installed during the initial phase and/or at the final build out to provide the required security. This fence will generally not be visible and is only used for security purposes. This fence will tie into building corners where possible so that the combination of fence, buildings and gates creates the necessary security for the site. This fencing will be an extension of the existing chain link currently onsite. The overall site will be served with utilities from the City of Meridian . Though the site is within the Boise Kuna Irrigation District, there are no water rights for this property. All irrigation ditches are tiled. Certificate of Zoning Compliance Requirements • A required 35' landscape buffer along S Meridian Road • A 25' landscape buffer along E Amity Road • 10' regional sidewalk/pathway and landscaping will be installed along Amity and Meridian Roads • The site plan does accommodate planter requirements, bike rack and landscape plan per the approved drawings We respectfully request approval of this Certificate of Zoning Compliance Application.
