I. DECISION
The applicant's request for Certificate of Zoning Compliance and Design Review are approved
with the conditions listed below. (Include any DES, ALT and Design exception approvals here.)
DESIGN STANDARD EXCEPTIONS
The Applicant seeks a Design Standard Exception from the following requirements of the
Architectural Standards Manual:
S.II - Untextured concrete panels and prefabricated steel panels are prohibited as field materials
for building fagades, except when used with a minimum of two other qualifying field materials
and meeting all other standard fenestration and material requirements.
The Director will consider the following when approving or denying a design standard exception
request:
a. Does the location of existing buildings or structures prevent conformance with the
standards of the City of Meridian Architectural Standards Manual;
The property is located at an arterial -arterial intersection, with a roadway and self -
storage to the north, industrial uses to the east, there will be a City reservoir to the south,
and a State Highway and unincorporated rural land to the west. The proposed location of
the buildings do not prevent conformance with the standards. However, due to existing
berms, distance to the arterials, landscaping, and variety in materials and colors such as
brick, windows, trellises, and decorative paneling, the Director does find there is enough
visual interest to support ribbed metal paneling being one of the field materials.
b. Does strict adherence to the standards create inconsistency in the design objectives of the
proposed development; and

The Director does not find strict adherence to the standards would create inconsistency
in the design objectives of the proposed development, if adequate materials, detailing and
colors are provided. With the design as proposed, including a mix of materials and
colors, the Director does not find replacing the metal paneling with another approved
field material, such as stucco or another type or color of CMU would guarantee a
significant improvement. The Director has added a condition that there be at least 2
different field materials, and that the canopy elements over the windows on the north and
west elevations be an accent material that is different from the field materials.
c. Does the specific use require unique site and building development that would otherwise
prohibit meeting the intent (e.g. - a secure site)?
The use does not prohibit meeting the intent of the requirement. However, as described
above, the Director is not convinced replacing the paneling with a different approved
field material would provide an improvement over the design as proposed.
The Director finds that the proposed exception will not be detrimental to the public welfare or
impair the intended use/character of the surrounding properties. The architectural design as
proposed meets the intent of the Architectural Standards Manual.
