Good afternoon,
I just wanted to provide you a quick update per an onsite meeting held this past Monday morning at the Jamestown
Ranch development. Several representatives from ACHD, KM Engineering, the Walsh Group, Granite Excavation, and
Settlers Irrigation District were all in attendance. The topic of discussion was that ACHD has not received/reviewed or
approved plans for construction inside of their ROW. This would include both the access off McMillan, the access off
Blackcat, the Meadows Lateral diversion box, and any piping in the ROW which all have already been installed.
Furthermore, it was determined that both accesses installed do not meet ACHD requirements per the attached code
below. ACHD is requiring removal of the structures and a complete redesigned before a public road can be constructed
over the top of the Lemp canal.

The License Agreement between SID and the Walsh Group states all construction impacting the SID facilities must be
th
completed by March 15. This means, the issues with the two accesses to the project are not able to be addressed until
the next non-irrigation season. Also, being the latest design details the Lemp canal remaining open, please note the
District will not permit any sidewalk/pathway or landscaping within the easement. Please take this into consideration as
I believe the intent is to request a waiver.
As to the request from Josh Jantz at KM to Alan to leave the Lemp open based on the Volterra sub. to the east, please
see that that the Lemp canal was in fact piped at the Ten Mile intersection by the developer, as well as the east side of
the intersection and additional intersections to the east along McMillan in much larger pipe. Is this not a standard
requirement for future widening of all intersections? Please note that the intersections I referenced are traditional
intersections which take up less space and the two lane round about designed for Blackcat and McMillan would be much
larger than a traditional intersection.
Based on the fact that plans for this project have not been approved by any other entity, and what was approved by SID
will be removed, the developer will need to submit new plans for review to SID for consideration of the proposed
construction within the Districts facilities next season.
