That requirement is typical and applicable to common lots and pathways in conventional subdivisions. However, fencing "out" the central commons in age -qualified communities separates and potentially isolates residents from their neighbors, as well as from the "gathering" spaces and facilities designed to bring them together as a community —as in Bainbridge Cadence, below. For the same community objective —bringing residents together rather than separating or isolating them behind a fence —we request Alternative Compliance approval for Bainbridge Cadence which is being platted and developed as Bainbridge Subdivisions Noll and No.12. Bainbridge Cadence differs in one detail from Paramount Director and Century Farm North: the sidewalks surrounding the commons directly abut the front -facing lots. Thus, the landscaped area internal to those sidewalks is common, whereas the landscape from the sidewalk to the face of the dwelling is on private property. "Off -setting" the strict application of UDC Section 11-3A-7 are the location and accessibility of the three community common features and facilities depicted below, including gathering areas with gazebos in the east and west commons, and the centrally -located clubhouse/pool complex directly opposite the project entrance. PROPOSED ACTION Exhibits A.1 (Bainbridge No. H) and B.1 (Bainbridge No.12) show the specific locations where common area fencing is proposed to be removed. Exhibits A.2 and B.2, respectively, are landscape plan excerpts from each phase. Revised Bainbridge No.11 and No.12 landscape plans, with the noted fencing removed, are also provided for the City's project files.
