Broadway Ave., Suite 102 Meridian, Idaho 83642 RE: Certificate of Zoning Compliance / Alternative Compliance Applications for Roaring Springs Expansion Dear Planner, On behalf of Roaring Springs we are pleased to submit the attached application and supporting materials for a proposed expansion to the Roaring Springs Water Park. This project will consist of a phased expansion located on the vacant ground to the East side of the existing park. The first phase of the expansion will consist of new pools / attractions, cabanas, infrastructure support buildings and site work, including additional parking along Overland Road. The second phase of the expansion will consist of new water slides that will blend into the first phase and the existing park to create a seamless experience for users. It is estimated that the second phase will take place within 10-15 years of the proposed initial phase. Phase One will include an Activity Pool, a Play Structure with surrounding pool, and an Action River. Cabanas that match those already onsite will also be strategically placed around the new water features. Support buildings, including an Operations Building, a Restroom, two Mechanical Buildings, and a Food and Beverage Building with an outdoor Bar will be located throughout the expansion area to provide infrastructure for this first phase as well as the future attractions. Outdoor seating areas and layout space will be featured throughout the expansion. The proposed buildings will be constructed in such a way to match the existing buildings in the water park. The new parking area will be located along Overland Road in front of the proposed water park expansion. It is designed to match the existing parking areas and will provide an additional 213 parking stalls. A 35' wide landscape buffer at Overland Road is to be installed to continue the existing landscaping from Wahooz and Roaring Springs. At this time an additional parking area is currently planned in the future along the East property line, however this may be subject to change based on the demands and needs of the business. A change to the existing parcel lines is proposed through a Record of Survey process. There are currently 8 parcels in the expansion area. The proposed layout would reduce this to 4 parcels: one for the proposed waterpark expansion area, two for the proposed parking along Overland Road, one along the East boundary line. This change will simplify the development process for future buildings and attractions. Along the East property line the DA calls for a 25 foot setback to be used FILENIUMBER:^zozzoozs of access (20-foot gravel drive and 5-foot landscape buffer). This access is used by the irrigation tTinpani, city sewer, and for emergency vehicles to access their facilities. The proposed site plan shows a 10-foot landscape buffer with 19-foot parking stalls adjacent. The proposed access drive has been relocated to the West but maintains the same access to the road along the irrigation ditch. The DA also calls for a 20-foot landscaped setback along the North property line. In this case, the property line is located on the north side of the irrigation drain and there are access and sewer easements between the drain and the boundary of the park. We are proposing a minimum 5-foot landscape buffer with 8-foot tall perimeter fence along the access road to match the existing conditions. This is not an area accessed from the public and faces the interstate highway. The proposed buildings will be submitted for Design Review separately in order to allow for flexible permitting submittals in the near future. It is our intention to file separate building permits for each building, including the aquatics components, as they become available to do so. This application has been prepared in coordination with the Meridian Design Manual. We expect that you will find it complete and generally as discussed.
