Broadway Ave. Meridian, Idaho 83642 Re: Change of Use — Letter of Explanation for Baskin Robins Dear Planner : Chrysalis n \� C �O m Thank you, for the opportunity to present our request for Change of Use Application for Baskin Robins located near the northeast corner of Fairview and Locust Grove. The project will be to improve an existing tenant space and create a food service with drive-thru located in an existing drive isle previously approved for drive-thru use. The lot is within an C-G zone. The property is approximately 0.738 acres. Our proposal includes utilizing the eastern existing drive access from Fairview Road and will maintain a shared access to the greater Fred Meyer commercial center. Positioning this drive allows each adjacent eastern property the most flexibility for any future development. The existing shared access will also utilize the existing required fire lane and truck turnaround. Landscaping buffers will remain along all sides of the development. The property will maintain the exterior appearance to keep consistent with the majority of the existing building and surrounding landscaping. The overall building is approximately, 6,000 square foot, 1 story and has 4 tenant spaces. Tennant space to be improved is approximately 1,480 square feet and was previously used as a dry-cleaning laundry service. The proposed improvements are to include demolition and removal of all cleaning equipment and associated clothing tracks, as well as all interior finishes, and a portion of interior walls. Followed by the construction of new interior walls, all new interior finishes, a new public use restroom, new walk-in freezer storage, new sanitation equipment as well as new food service equipment pre -selected by the Baskin Robins Corporation. The proposed improvement will also make use of the existing drive-thru isle, pre-engineered at the original building construction. We feel this project is well suited to bring additional commercial food service patrons utilizing the existing infrastructure. The retail center has been used mostly for restaurants and facilitates the draw to the overall Fred Meyer commercial center. Our proposal is inclusive landscaped common area, central mailboxes, bicycle parking and enclosed trash structure. Our proposal will utilize the existing parking provided as sized appropriately for this type of tenant. We appreciate the city of Meridian's desire and incentive to re -use existing buildings and feel our proposal is a good example of how to conserve our existing building inventory and utilize existing city infrastructure.
