Broadway Avenue, Suite 102 Meridian, Idaho 83642 RE: Legacy Church Phase 2 Expansion Design Review Narrative Planning Staff: Legacy Church respectfully requests Design Review approval of the proposed Phase 2 expansion of its current facility. The addition will be located at the northeast corner of NW First and Elm Streets on the west side of the existing church. The project consists of a two-story, 11,627 square foot addition containing a multi -purpose room, classrooms, and church offices. Cohesive Design In order to create a unified and cohesive exterior design, Phase 2 incorporates the same architectural massing elements, roof forms, materials, and colors that are utilized on the existing church. The addition's predominantly flat roof is concealed by parapets and accentuated with projecting gable roof elements. Windows are enhanced with shingled sunshades. Tinted glass in bronze -colored frames along with dark brown fascias and copings further unify the two-tone stucco and stone exterior facades. Building Scale At 26 feet, the addition's two-story building height meets the minimum 25-foot height requirement in the Old Town District, and is in appropriate proportion to the existing church building. Human scale elements including modest -sized windows, projecting sunshades, and stone wainscotting help to make the scale of the street -facing facades appropriate to the smaller scale of the residential structures in the nearby neighborhood. Building Form The addition's building form and massing is dictated by the structure's primary functional components. These rectangular components are punctuated by the use of projecting gable roof forms on the street -facing facades. Wall plane offsets and a two-tone stucco color scheme further articulate the wall and roof forms. These elements are complemented by dark aluminum framed windows, stone wainscots, and darkly stained wood fascias and sunshade supports. Materials All addition exterior materials and colors match the existing church building. Walls are Portland - cement stucco in earth tone and reddish terra cotta colors. Sloped roofs and sunshades feature gray / brown composition shingles with dark brown stained wood fascias and struts. The color palette of the manufactured stone includes the two stucco colors as well as the shingle color. Windows are dark bronze anodized aluminum with matching -color prefinished steel parapet copings. Signs / Lighting A small amount of decorative, wall mounted lighting will be incorporated on each side of the addition. This lighting will match and / or complement the exterior lighting on the existing building. No other site lighting is proposed. No additional building signage is proposed. Pedestrian Walkways and Facilities Public sidewalks along NW First and Elm Street will be reconstructed as required. Handicap access to the building currently exists at the main entrance and will be augmented with a new rear entrance. A small amount of new landscaping between back of sidewalk and the building will match the existing landscaping and materials along Elm Street. This landscaping will include a small amount of lawn, deciduous and evergreen shrubs, and Class 9 and Class 2 trees.
