Broadway Avenue, Suite 102 Meridian, Idaho 83642 RE: Legacy Church Phase 2 Expansion Certificate of Zoning Compliance Narrative Planning Staff: The Phase 2 expansion of Legacy Church consists of a two-story, 11,627 square foot building addition located at the northeast corner of NW First and Elm Streets on the west side of the existing church building. North of the church parcel, Legacy Church owns and utilizes two additional structures on separate lots. Submitted concurrent with this CZC application is a Property Boundary Adjustment Application to consolidate the three existing parcels into one. There is currently a small existing parking lot and trash enclosure at the building addition location which will be removed. The number of off-street parking spaces in the church's main parking lot, located south of Elm Street, far exceeds the City's minimum parking space requirement for the enlarged facility and the two adjacent structures. The existing church trash enclosure, however, will be relocated to the main parking lot. The proposed Phase 2 building addition includes a children's multi -purpose meeting room, six new classrooms, administrative offices, and additional restrooms. With this addition, the total square footage of the facility (total fire area) comes to 36,542 square feet. The addition will be fully fire sprinklered and will include an elevator to the new second floor. Phase 2 building architecture, materials, and colors will match and be consistent with those of the existing church. The primary exterior wall material is Portland -cement stucco in two different colors, earth tone and reddish terra cotta. Accent materials include manufactured stone, composition shingle roof and sunshade material, and stained wood fascias and trim. Two of the church's handicap parking spaces are being eliminated for the building addition and will be relocated to the main parking lot. With this change, and with the relocated trash enclosure, the total E IDI� 11 APPROVED DA EI 03/02/22 C; %Uld B;R' A-2G22 —2 ff-street parking spaces will be 106. The number of spaces required based on the square ie enlarged church and existing auxiliary buildings is 37. Bicycle parking spaces are being of the addition. Additional decorative building lighting, consistent with the existing building, is the only new exterior lighting being proposed. A small amount of additional landscaping will be added around the south and west sides of the Phase 2 building addition. Landscape design and materials will be consistent with existing Phase 1 improvements.
