Shane, Gary and I chatted about your e-mail and our position has not changed. 1 The intersection at McDermott requires coordination with Nampa or the highway district or both. The improvement you proposed would be an island of 5 lane road narrowing to 2 lanes. The benefit is not there for the required expenditure by ACHD at this time. As mentioned previously, whatever right-of-way you can dedicate, that will help with the future ACHD project. Additionally, we are selective in determining projects that get constructed through the CDA process. In addition to available dollars, these projects require a lot of time from my staff, and CDAs are secondary to our main tasks of reviewing development applications and plan review. Projects are evaluated on a case-by-case basis, with many factors involved. I am happy to discuss with you over the phone tomorrow but there isn’t much more that I can add. I have included Meridian staff on this e-mail to keep them in the loop. You have made it clear that there is no way to advance the timing of ACHD’s design or construction of the Franklin widening project. Understanding this, we would like to re-iterate our prior request to talk for just 15 minutes at Gary’s next opportunity to discuss if it would be beneficial (or possible) to have our team (as opposed to ACHD) complete the needed Franklin widening in an arrangement similar to what was offered to Brighton? We will need to purchase a total of 100-feet of right-of-way on Franklin Road (50-feet from centerline). For clarification though, we won’t be taking this to the Commission to ask them to move projects forward. The Commission just adopted the Integrated Five Year Work Plan, in which Franklin is programmed for design in 2026. The early acquisition of right-of- way, will make the path forward easier, after we get through design, but we can’t move the design of this project up. Franklin is not yet programmed beyond the design phase. The City provides input to ACHD for roadway improvements to be included each year in the IFYWP, and along with other ACHD criteria, projects are prioritized. Franklin Road is important to the City, but they have other priorities too. After we get through the TIS review, and then receive your application, we will prepare our standard report outlining what you have proposed; what is feasible; and what is required. I can’t tell you how helpful it is to be able to connect live to help align efforts in a meaningful direction. I know that ACHD is severely strained managing Boise’s growth and we greatly appreciate your personal time spent. Since we last spoke we have made great progress at both our Pleasant Valley and Black Cat (Meridian) developments. First off, we have garnered council member support for the elimination of the “coat hanger” at Pleasant Valley. We expect this will help guide the Boise transportation director to work with us and eliminate that troubled section. More importantly, we have secured a verbal agreement for the needed ROW for the improvements at our north west boundary as well as the widening needed at Franklin that fully connects our Black Cat project to the new highway 16. Please see the below image: We used a similar graphic in our last call and it helps highlight what we can accomplish from a traffic perspective. The GREEN lines show the “east west” connector starting at the East edge of our project and Black Cat. We will dedicate and construct this section as well as the newly acquired north-south 3 GREEN section that continues north offsite from our project and connects us to Franklin. We will acquire, design, and construct this new north-south connector. We have also secured the ROW shown as YELLOW lines running east-west from the new highway 16 to the new north-south connector I just described. It is important to note that we have also gone non-refundable on a 37 acre project in Nampa shown in RED. We will be dedicating the necessary ROW along that project (shown in BLUE) so that our combined efforts from these two projects will allow for full traffic improvement from our Black Cat Industrial project to the new highway 16. In light of this progress and the potential it presents, you mentioned you would be willing to ask the board to elevate the Franklin improvements to a priority project. We believe that a memo stating this intention would allow us to earn annexation approval from the City of Meridian which would in turn, allow us to close on the aforementioned Franklin ROW. This leads us to a couple of questions: Could this preliminary concept be presented to the board, and if so, when could that occur? If priority is given, could we get a better sense of the expected timing to help more clearly illustrate dates and timelines to the City? I’ve tried to make this communication as short as possible, but would appreciate 15 minutes of your time to quickly discuss if possible. Let me know a time that might work for you.
