In response to your request for comment, the Ada County Highway District (ACHD) planning staff has
reviewed the submitted application and site plan for the item referenced above. The Brenda Estates
Homeowner's Association has been working with District Development Review staff to convert their
private streets to public streets within the Brenda Estates Subdivision. One of the requirements from
the Development Review Division was to vacate the sewer and water easements within the existing
road. When the process is complete, and the road right-of-way is dedicated to the Highway District as
public right-of-way, the existing sewer and water facilities will be accessible because they are located
within public right-of-way. The need for the existing easements is eliminated by the road becoming
public.
