The buffer shall consist of a landscape strip of at least five (5) feet wide outside the perimeter of the compound. A minimum of fifty (50) percent of the plant material shall be of an evergreen variety. In locations where the visual impact of the tower is minimal, the applicant may request a reduction to these standards through the alternative compliance process in accord with chapter 5, "administration", of this title. As this tower is in the middle of the storage facility, and the facility already has landscaping around it, this requirement makes no sense for this project. However, I still have to process Alternative Compliance and have the Director sign it off.
