DECLARATION OF STEVEN KENNEDY
I, Steven Kennedy, declare and state as follows:
I. I am the owner of Biwabkos Consultants LLC, a company providing radio
frequency engineering services to the wireless communications industry. I hold a BS in Electrical
Engineering from DeVry Institute of Technology and have thirty three (33) years of experience in
the wireless and satellite communications industries. I have personally engineered thousands of
wireless facilities including cellular, PCS, microwave, broadband and Satellite Ground stations,
and have managed the design, build -out and operations of numerous green -field and technology
overlays on existing networks. I have personal experience in the wireless network design criteria
of T-Mobile, including in Idaho.
2. Upon review of the area surrounding the intersection of West Franklin Road and
North Ten Mile Road in Meridian Idaho. T-Mobile is requiring the need to place a cell split macro
site for capacity and increase the in -building coverage in the area. As part of the site package
Everest is required to provide evidence showing that existing towers cannot accommodate the
planned equipment at a height necessary.
3. A list of existing towers within a 2-mile radius is noted below and have been
reviewed to assess whether or not they can be utilized to accommodate the need.

the sites named above locations 1, 2 and, 3 are existing T-Mobile sites and since this
y and in -building coverage performing overlay of more antennas on the existing T-
Mobile sites would not resolve the capacity and in -building coverage issues. Location 4 is
located South of I-84 and 1.45 miles away and will not provide additional capacity to the
location surrounding the proposed site. Location 5 is Northeast of the proposed by 1.48 miles
and if location # 1 does not help with the capacity needs of the proposed site area then the site
farther away to the Northeast would not assist the area of need either. Location 7 is farther East
of an existing T-Mobile site and would not provide service to the area West of location 2.
Location 8 is farther Southeast of the SBA and ATC towers East of the proposed site area.

the needs of T-Mobile's network.
