Determine the following: We have asked this question several times and been told that the specifics would be decided at a later time, and that the neighbors would have some say in what happened. We have attended all of the meetings of which we have been informed and have asked many questions about specifics for the road. But we have always been told that the decision has not yet been made. However, at the most recent Planning and Zoning meeting (Feb-16-2006), the committee approved the road with no landscape buffer on the east and without any specifics on what would be there. I, naively, took the word of ACHD representative Christy Richardson when she said (two days prior to the P&Z meeting): "I have just received the staff report for this rezone from the City of Meridian. The roadway itself is not discussed in detail from the City standpoint We have not started the design for this road, so details regarding landscaping, fencing and location have not yet been established. It is not our ìntent to discuss these types of details at the rezone hearing." This has been a very frustrating process for members of the Perkins-Brown Subdivision. We would like to hear, and have the record show, specific answers to the following concerns Drior to the citv makina anv decisions about this collector road. These are our main concerns: *Landscaping - Although the City's Unified Code requires a 25-foot landscaping buffer (Chapter 3 Article B - pg.51, 92), the planning and zoning commission approved the zoning without any landscape buffer. Why is that? If there is no buffer, what will the road "look" like? *Fencing -If there is no landscape buffer and the collector road abuts our property, we will have livestock immediately adjacent to the road. As you would expect this is potentially very dangerous and proper fencina is a must When the ditches are changed, the fence will most likely be removed. A fence was erected on the eastern boundary of the Perkins-Brown Subdivision to isolate it from the Red Feather subdivision. We would like to see the same on the eastern boundary. "Bike lane - This was discussed, but no details were provided as to which side of the collector it would be located. Also a walking path was discussed at one time but no further mention has been made. *Access to our property - This was mentioned as one of the "benefits" for the neighbors, and while our covenants do not allow this at the present time that could certainly change in the future. However, at the planning and zoning meeting, one of the commissioners mentioned that residential zones could not access a collector road. I could not find this information, and would like to know what the codes are regarding access to collector roads from residential property. As a side note, it was also suggested that Summers Funeral Home and the LOS church would be encouraged to use this collector as an access point as well, thus alleviating some of the traffic on Ustick Road. This however would be very difficult for the church as they have a large softball field as well as many large and mature trees along their west property line where the road will run. "Elevation of ditch and adjoining property - There is a significant elevation difference between the ditch at the west end of our property and our pasture line, Currently the ditch leaks so badly that we have a swamp at the back of our property all summer long. If the ditch is removed/covered over, we may be flooding the new road as we flood irrigate our pasture (especially if there is no buffer between the two properties). We realize that the road will go in and be a benefit to the city. However, as neighbors, we feel that there are too many questions left unanswered to proceed with approval at this time.
