Harpe Subdivision
Application Narrative and Request
Along with this preliminary plat application of Harpe Subdivision, the owner hereby
requests annexation and zoning from RUT to R-8 in the City of Meridian.
Please note the following points of interest regarding this development:
1. This application does not include any specific request for "variance" from the
city ordinance.
2. As discussed with the planning staff, this property is being submitted without a
comprehensive map amendment because with the approval of the allowed step
up in zoning from Low Density to Medium Density zoning (i.e. R-4 to R-8)
the property will remain in conformance with the identified comprehensive
plan density. In addition, the 24 proposed lots (7600 SF average) will be
considerably larger than the lots in adjacent developments —many at
approximately 6500+SF.
3. Public Utilities are available and our engineers will work closely with city staff
to ensure that these facilities are installed to accommodate this property and to
consider/provide for potential future connection of adjoining properties.
4. The layout of this property is sensitive to that of adjoining properties,
development, transportation systems, and etc.
5. The design utilizes adjacent stub streets for connection and also provides stubs
for future development that may occur in the area (to and thru).
6. The design provides for emergency vehicle access and turn -around.
7. The design reflects a sensitivity to pedestrian movement and provides
convenient connection to the adjacent neighborhoods and to the public rights
of way via meandering walks along the major streets. Existing and new
residents will enjoy this new connectivity.
8. The common lots will be well landscaped and the streets lined with trees to
enhance and preserve the patterns of development in the area. For example,
the internal streets feature separated sidewalks w/ 8' planter strips and street
trees that will add variety and color and be a pleasing element for both the
resident and the visitor.
9. The developer will consider all existing trees within the development. If any
of the existing trees are to be retained, then all necessary precaution will be
given to protect and preserve.
10. A common lot will provide a picnic shelterBBQ area will provide residents
with an alternate location for gathering and for outdoor enjoyment.

11. The layout utilizes a shared drive to maximize efficiency of design and provide
for similar lots sizes within the development. In standard residential
subdivisions, the less efficient pie shaped lot has become a trend. You will
notice that with the implementation of a shared drive, all of the lots will retain
similar shape, frontage and size.
12. In an effort to maintain and enhance neighborhood compatibility, this great
infill development adds a larger lot size and nice mix of residential product.
Based on the combination of amenities, services and benefits, the great infill
development, we ask that the Commission and Council move forward in granting the
necessary approvals for this infill development (annexation/rezone and pre -plat).

The following is a list of corrections that should be completed before the final copies are made and the project is
transmitted to other departments.
Site Plan (as previously discussed)
1. Provide a temporary emergency vehicle turnaround at the terminus of the proposed N. Copper Ridge
Street. (This street exceeds the 150' maximum set by the fire department for stub or dead end streets)
2. Provide a typical street section
Landscape Plan
1. Please provide a table with the following calculations (taken from application checklist)
a. Width of street buffer, lineal feet street frontage, number of street trees
b. Number of residential subdivision trees
c. Acreage dedicated for common useable open space
d. Number of trees provided on common lots
e. Mitigation for removal of existing trees
After these changes are made the Planning Department will need 32 full size Preliminary Plats, 10 full size
landscape plans and One 8 1/ by 11 reduction of each. Updated digital copies are also needed to include in the
hearing presentation. Please get these copies to us no later than Monday the 31 st of July in order to meet the
deadline for transmittal and keep the project on the 8-31-06 P and Z hearing. Let me know if you have any further
