Dear Council Members;
During the process of developing a piece of vacant land, the developer is in most cases required
to meet with adjacent property owners to discuss the proposed plan. In some cases, developers
are willing to make amendments to their plan in order to lessen the impact on adjacent property
owners.
Red Cliff Development has scheduled numerous meetings with adjacent property owners
throughout this development process in order to explain details of the project so everyone that
has a direct impact would understand our concept.
Our proposed fencing has been a major point of contention, especially with property owners on
the west property line. During numerous neighborhood meetings and also during the February
2nd P&Z hearing, the adjacent property owners to the west would not agree on what type offence
they would support. Red Cliff Development originally proposed a wood fence with masonry
pillars. At one point during the public hearing on February 2nd, Red Cliff agreed to construct a
masonry wall on the west property line ofBienville Square. However, there was still confusion
amongst the neighbors. The P&Z commission realized this and made a motion to table our
hearing until February 16th so Red Cliff could schedule meetings with neighbors to find a
resolution. At that point, all commitments were off the table due to the commission asking Red
Cliff to re-address the fencing issue with all neighbors.
Red Cliff then researched the possibility of installing a Trex product fence on the west property
line that would look like wood, but last much longer. The product we were researching came
with a 25 year warranty.
We met with numerous neighbors over the next two weeks. We resolved the fencing issue on the
south property line, and thought we had an agreement with neighbors to the west for a Trex
product fence. However, during the public hearing of the February 16th commission meeting,
one neighbor had a strong opinion about only being supportive of a masonry fence. Only two
out of seven westerly property owners attended this public hearing.
The commission then made a motion to approve our application with the condition that we install
a masonry fence on the west property line.

Considering that Red ClifT is proposing a residential use on the subject property, we prefer
to instaU a residential type, long lasting Trex product fence on the west property line.
However, Red ClifT will install a decorative masonry fence if that is what the Council deems
appropriate after this evening's public testimony.
