The project is generally located south of Victory Road, approximately 550 feet east of Eagle Road in the northwest quarter of Section 28, Township 3 North, Range 1 East. A pre -application conference was held with City staff on June 26, 2006 and a neighborhood meeting was held on June 1, 2006. The subject property is comprised of four tax parcels, previously platted as Lots 1, 2, 4, and 6 of Golden Eagle Estates. The site lies contiguous to the Meridian city limits on the north (Sutherland Farm) and on the south (Kingsbridge). The City previously approved Medford Place Subdivision on the west side of Eagle Road and an assisted living facility on the lot directly to the west of the subject application. The property currently lies within unincorporated Ada County and is zoned RUT (Rural Urban Transition). Site Overview The site is developed with four single-family dwellings, two of which will remain on newly platted lots as indicated on the preliminary plat. The other two houses fronting on Victory Road will be relocated. The McDonald Lateral runs through the property from southeast to northwest and will be piped to deliver water to its traditional point of departure from the site at Victory Road. Primary access to the site is by way of Victory Road on the north and by way of Falcon Drive on the south. Project Overview Annexation The site lies contiguous to the existing city limits on its north property line where it abuts Sutherland Farm Subdivision and on its south property line where it abuts the recently annexed and approved Kingsbridge Subdivision. Water and sewer are available in Victory Road and Eagle Road and irrigation water is provided by the McDonald Lateral. The Comprehensive Plan Future Land Use Map designates the property as Low Density Residential. The applicant is seeking annexation with a zoning designation of R-4. Preliminary plat/Overall Project Design The preliminary plat contains a total of 61 buildable lots and six common lots on 21.7 acres for an overall gross density of 2.81 dwelling units per acre. The lots range in size from 10,000 square feet to 15,000 square feet with the average being just over 12,000 square feet. Total open space in the project includes 2.04 acres or 9.4%, primarily in the form of landscaping, including 8' parkway planters on both sides of the local roads within the project. All lots meet or exceed the standards of the R-4 zone and no variances are required or requested. C&U-B" Engineers Surveyors Planners Development Narrative Harcourt Subdivision August 11, 2006 Page 2 Irrigation The site falls within the Nampa and Meridian Irrigation District and is currently served by theMcDonald Lateral. The property's current allotment of irrigation water wilt beutilized to provide pressurized irrigation to each tot within the development. We are currently analyzing the irrigation system in Sutherland Farm to see if this project can be served from their existing pump station. If not, a pump station will be built on the McDonald toirrigate this project. Transportation Primary access to the property is provided byVictory Road on the north and Falcon Road on the south. All roads within the project are public, and a stub street is being provided for parcels to the east. Water Et Sewer The city of Meridian maintains water and sewer lines in Victory and Eagle Roads. Domestic water will be extended and looped from these waterlines. All of the property is served by gravity sewer. Approximately half of the dwellings are served by the Victory Road line and half by the Eagle Road line. Fire Service The project is located in the Meridian Fire District. Augmented fire protection will be provided for the project as required by Meridian Fire with installation of public water and fire horants. Other Utilities Public utilities, such as power and communications, will be extended underground into the project. Roberts 3895 Girdney Lane Meridian, ID 83642 RE: Sutherland Subdivision property soil test holes Six soil test holes were excavated and described October 171h, 2005 on the above -referenced parcel. This property is located in part of the Northwest'/4 of Section 28, Township 3 North, Range 1 East, Boise Meridian, Ada County, Idaho. The test hole descriptions will be used in the design of potential storm drain systems. Copies of the soil descriptions and a photo - based map with GPS locations are attached. There was no free water (groundwater) in any of the test holes at depths ranging from 121 to 180 inches below ground level at the time of excavation. PVC pipes were installed to facilitate water table measurement. However, I do not anticipate any groundwater in this area based on the absence of groundwater in ten previous excavations in July, 2006 Restrictive layers, including weakly to moderately cemented hardpan and dense soil layers, occurred in all of the soil profiles of the test holes, in the upper layers. Test holes TH1, TH2, TH3 and TH6 had extremely gravelly loamy coarse sand underlying the soil at depths ranging from 78 to 132 inches and represent areas that would be suitable for storm drain facilities. Test holes TH4 and TH5 had cemented hardpans and extremely dense soil material below depths of 67 inches and 62 inches, respectively, and would not be as well suited for storm drains due to their very slow permeability.
