Huber, Commissioner Rebecca W. Arnold, Commissioner This letter is in response to comments you submitted regarding a required stub street within the proposed Hendrickson Subdivision. The Ada County Highway District planning staff acted on the proposed preliminary plat on March 21, 2006. In reviewing the proposed preliminary plat, District staff examined the possibility of requiring public street connectivity with Selatir Place. District staff identified that there was a strip of property between the right-of-way for Selatir Place and the property boundary of the proposed Hendrickson Subdivision. District staff did not require a stub street to the east, towards Selatir Place, because of that strip of property. At the time of the District's review, that strip was not owned by the Homeowner's Association nor by the applicant. Staff determined that it would be impossible to require a connection in the future across that strip of property because that strip could not in and of itself re -develop, thereby triggering the Highway District's standard requirements. In lieu of a stub to the east that could never be extended, District staff required a stub street to the north property line (to the Johnson parcel) in accordance with District connectivity policy. By requiring a stub street to the north, that does not create a connection at this time with Selatir Place, the opportunity for future connectivity is preserved. When District staff reviewed Kingsbridge Subdivision, multiple stub streets were required. Two stub streets from Kingsbridge Subdivision preserved a future opportunity to achieve north -south connectivity, potentially connecting to Victory Road. One of those stub streets is now being utilized by the Hendrickson development for their primary access. The District understands the sensitive nature of connecting new urban developments with urban street improvements to existing rural developments. The District does not dispute that the residents of Selatir Place will need an opportunity to testify regarding their concerns related to a public street connection to Selatir Place. However, the stub street from Hendrickson to the north (to the Johnson parcel) does not at this time create a direct connection to Selatir Place, and the District believes it is premature to remove the requirement for that stub street. The stub to the north simply preserves the opportunity for future connectivity. The District fully anticipates that when the Johnson parcel re -develops, the residents of Selatir Place will have their o street connection to Selatir Place.
