Summary
Proposed Foxcroft Subdivision is located in the SW 1/4 of the NE 1/4 of Section 10, T.3N., R.1 W. B.M
City of Meridian, Ada County Idaho. The Ten Mile Creek flows northwest along the development's
western boundary. The Ten Mile Creek will be left open in its natural state with development except for
two (2) crossings of the waterway. A bridge will be constructed for W. Pine Ave. across the waterway,
connecting portions of the roadway already constructed on the west and east sides. A pedestrian bridge
will also be constructed across the creek for City of Meridian pathway connectivity.
Modeling of Existing Conditions
Kunz Engineering completed a detailed hydraulic analysis for Creekstone Subdivision in 2013 —
Creekstone is located across the Ten Mile Creek from the northern reaches of Foxcroft Subdivision.
Bailey Engineering completed a detailed analysis on the waterway for Chesterfield Subdivision No. 4 in
2016 [Chesterfield is located just south of Creekstone and west of the southern reaches of Foxcroft
Subdivision].
A new `existing conditions' model has been created to provide a complete study of the Foxcroft
development property and allow for comparison with a `proposed conditions' model with the newly
proposed structures. The original Chesterfield study has been utilized, but modified in the following
ways for the purpose of this analysis:
1) An additional section, downstream of the original model has been added. Section RS-7 has been
copied from the original Creekstone hydraulic model and is now used as the downstream
terminus of the Foxcroft `existing conditions' study. This copied section is known as X-0 in the
new Foxcroft `existing conditions' model. This section is 100-ft downstream of X-1; this is now
the start point of the Foxcroft `existing conditions' model, matching the `known water surface
elevation' of 2553.93 to the WSE found at RS-7 in the Creekstone study. The original
Chesterfield study used the location of Creekstone RS-8 for Section X-1, matching the water
surface elevation at that location [2554.23]
The addition of a downstream cross-section is necessary because the new Pine Ave bridge
overlaps X-1, the original starting point of the Chesterfield model; HEC-RAS requires at least
one cross-section downstream of all bridges or structures.
It should be noted that at the time of the 2016 hydraulic modeling, there was an existing
access/farm bridge at the location of the new Pine Ave. crossing of the Ten Mile Creek. From
aerial imagery, the deck of this bridge was removed or destroyed sometime in winter/spring
2016/2017. As of the date of this study, the abutments are still in place in the waterway and the
portion of channel has not been returned to its natural channel state. For these reasons, the
existing bridge remains in the hydraulic model. The bridge deck is above the 100-year water
surface so only the remaining abutments have any impact on the hydraulics of the channel in the
analyzed event; removal of the bridge deck is inconsequential to the 100-year flood event.
2) Bridge deck stationing data for both existing bridges has been shifted to center the opening on
the internal bridge cross -sections. Bridge sections in the Chesterfield `existing conditions' model
were slightly skewed, essentially showing the bridges not entirety centered in the channel and
restricting the flow regime in the hydraulic model. This tweak to the model results in slightly less
flow restriction shown at the existing bridges thus slightly lower water surface elevations
throughout the model.
3) Additional sections have been added upstream of the original model to provide analysis for the
entirety of the development's frontage on the Ten Mile Creek. Section X-8 from the original
Chesterfield study was approximately 290-ft short of the southern end of the Foxcroft
development property. Section X-9 and X-10 have been added to the Foxcroft `existing
conditions' model to allow for analysis of this section of the creek adjacent to the development
site. Survey work for these sections was performed on 6/16/21. Results from the extension of the
existing study are consistent with the upstream conditions; the 100-year flood event is contained
within the channel of the creek.
Elevations in the Foxcroft Subdivision `existing conditions' model are shown as slightly lower than the
original `existing conditions' study completed with Chesterfield Subdivision No. 4. This is a
combination of utilizing a new starting water surface elevation and modifying the bridge deck
stationing, as noted above. Changes in WSE vary from 0.0F to 0.14' as shown in the comparison table
below:

Modeling of Proposed Conditions
The Foxcroft `proposed' conditions hydraulic model is a copy of the `existing' conditions model. The
only proposed work within the channel is the removal of the two (2) existing bridges and construction of
two (2) new bridges. The new Pine Ave. bridge is significantly wider than the existing access bridge
(with the removed decking) in the same location. The bridge overlaps both Section X-1 and X-2; both
sections have been removed from the `proposed' study for this reason. Note that periphery cross-section
points have been modified to keep bridge cross-section stationing consistent (these modified points are
well outside of the channel and have no hydraulic consequence).
Pine Ave Bridge
The existing Pine Ave. bridge has a span of 15.8' with a width of 18.0'. The low chord of the existing
structure is above the 100-year water surface elevation and has no hydraulic impact. With development,
`no -rise' can be seen in the channel. The Pine Ave. bridge needs to be widened significantly to carry the
full Pine Ave. collector roadway section. The new Pine Ave. bridge has been designed with a 21' clear
span and a width of 68-ft to show `no -rise' in upstream channel sections.
Pedestrian Bridge
The new pedestrian bridge will replace the existing `SE Property Bridge' at the same location. The
existing `SE Property Bridge' showed a significant restriction in channel flow. The 100-year water
surface elevation hits the low chord of this structure causing hydraulic restriction and a significant rise in
the upstream water surface elevation. The low chord of the new pedestrian bridge will sit above the 100-
year water surface elevation, alleviating the hydraulic restriction in the channel.
Bridge Design Summary
Bridge spans and elevations were toggled in the hydraulic model until the required `no -rise' condition
was achieved. The table below provides a summary of the 100-year water surface elevation at each
analyzed section. `No -rise' is seen at any sections within the reach.

Mapping
Floodplain and floodway lines have been drafted into a site plan that also contains the existing FEMA
Zone A linework. As the 100-year base flood is contained within the banks of the defined channel, the
entire channel has been defined as a floodway.
