The project is generally located north of Cherry Lane approximately 900 feet west of Locust Grove Road in Section 7, Township 3 North, Range 1 East. Pre -application conferences were held with city staff on September 21, 2005 and December 12, 2005; and a neighborhood meeting was held on January 25, 2006. The subject property is comprised of four tax parcels containing approximately 20.01 acres of land. The site lies contiguous to the Meridian city limits with Turnberry Subdivision on its north property line. The property currently ties within unincorporated Ada County and is zoned RUT (Rural Urban Transition). Site Overview The site is developed with three single family dwellings, each of which will remain on platted lots as indicated on the preliminary plat. The Safford Sub -lateral lies adjacent to the site on the north and will provide irrigation water for the project. Primary access to the site is by way of Cherry Lane on the south end of the project and through an existing stub street on the north in Turnberry Subdivision. Project Overview Annexation The site lies contiguous to the existing city limits on its north property line where it abuts Turnberry Subdivision. Water and sewer are available through an existing stub street and in Black Cat Road to the east. The Comprehensive Plan Future Land Use Map designates the property as Low Density Residential. The applicant is seeking annexation with a zoning designation of R-4. Preliminary plat/Overall Project Design The preliminary plat contains a total of 64 buildable tots and seven common lots, including two open space/park lots totaling just over one acre. O'Conner Avenue, which exists as a stub street on the north property boundary, will be extended into the subdivision and new stubs N C&U•B" Engineers Surveyors Planners Development Narrative Incline Village Subdivision February 10, 2006 Page 2 will be left to parcels to the east and west in accordance with the preferences of the Ada County Highway District and city staff. All lots meet or exceed the standards of the R-4 zone and no variances are required or requested. The project achieves an overall gross density of 3.2 dwelling units per acre. Irrigation The site falls within the Nampa and Meridian Irrigation District and is currently served by the Safford Sub -lateral. The property's current allotment of irrigation water will be pressurized and provided to each lot within the development. A pump station has been designated at the northeast corner of the property adjacent to the Safford Sub -lateral. At the discretion of the irrigation district, it is possible that the project could be served by upgrading an existing pump station in Turnberry Subdivision. Transportation Primary access to the property is provided by Cherry Lane on the south and O'Conner Avenue on the north. All roads within the project are public, and stub streets have been designed for parcels to the east and west. Water Et Sewer Water and sewer service are available in O'Conner Avenue on the north and in Black Cat Road to the east. Fire Service The project is located in the Meridian Fire District. Augmented fire protection will be provided for the project as required by Meridian Fire with installation of public water and fire hydrants. Other Utilities Public utilities, such as power and communications, will be extended underground into the project. Summary We believe that we have designed a viable, attractive project that complies with the spirit and intent of the Meridian Comprehensive Plan and Zoning Ordinance. Beechwood Avenue Suite 201 Boise, ID 83709 RE: Final groundwater monitoring report for Kell property Groundwater measurements have been discontinued for the 2005 irrigation season on the Kell property site at Black Cat Road and Cherry Lane. The test holes were installed on September 8`h, and only limited data is available. I have attached a data table with all measurements, a graph of the data and a map showing test hole locations. Peak water table levels were observed either at the time of excavation or when measured in the tube two days later. Since then, levels have continued to drop. It is likely that the maximum values shown in the data do not reflect the actual seasonal peaks. Measurements at other locations have shown peaks occurred in July and August. If this is true, the actual peaks could be 12 to 24 inches higher than those recorded. Monitoring the site next irrigation season would provide additional information. The data will be even more valuable if irrigation is removed from this site. There will still be impacts from surrounding properties, but not irrigating the site will help suppress the high groundwater. Keep me posted if you want us to monitor the site in 2006.
