Hello Mindy,
On behalf of our client, we have been working diligently to prepare a suitable development plan for the Aviator site located
adjacent to the Compass Charter School near Black Cat Road and Franklin. The development is proposed to be near the
low end of the allowable density threshold given a number of site-specific challenges arising from the existing NMID
irrigation channel traversing the site. Pursuant to numerous discussions with all affected agencies, we have narrowed
down the most probable scenario for infrastructure improvements for the site consistent with the Community Plan and
policy directives provided. Attached is the anticipated option we are confirming with the City, noting 75 residential units
accessed off of proposed minor street improvements from the collector Aviator Blvd.
Understanding the limitations above and respecting the previously identified agency requirement to complete the
extension of Aviator Ave eastward, we desire to proceed now directly to the Pre Plat process with the City. As a condition
of the review process, we respectfully request Written confirmation that a traffic impact study or change of use is not
required.
