PROJECT: Western States Caterpillar (CAT) Truck Shop Parking Lot Expansion
REGARDING: CZC Application Narrative for Western States CAT Truck Shop Parking Lot Expansion
NARRATIVE:
Western States CAT is seeking to expand their existing Truck Shop Parking Lot at 400 E. Overland Road in
Meridian, Idaho. In response to the ever-increasing construction industry in the Treasure Valley,
Western States CAT has grown their work force significantly. As Western States has hired additional
employees, their parking facilities have become inadequate. In a metropolitan area where most workers
drive single-occupant personal vehicle to commute, parking at the facility must be expanded to keep up
with their growing work force. No improvements are proposed to the existing building.
The proposed parking lot will add eighty-one new parking spaces, improve ADA access to the existing
building and bring the number of accessible parking spaces up to code. It will also eliminate the south
access onto overland and increase the visible landscape area from Overland Road. The lighting system in
the existing parking lot has only three light poles, posing a safety risk at night. The new parking lot will
have energy-efficient LED lighting that will increase safety for both the employees at Western States CAT
as well as citizens walking, biking, or driving past the facility. The parking lot lighting system will be
equipped to step-down the total light output during non-business hours to minimize light pollution and
reduce energy consumption. There are no modifications to the location of the trash enclosure or the
enclosure itself.
The proposed layout satisfies the requirements outlined in the City’s municipal code for setbacks and
landscape area. While mature trees will be removed as part of the parking lot modifications, the loss of
trees will be mitigated in accordance with the direction provided by the City forester. The overall
improved parking lot will fulfill the needs of Western States CAT while also improving the visual
appearance of the landscape and safety of the facility and frontage at the Truck Shop.
