In looking over the executive summary it appears the traffic study is still lacking in pertinent information - it only
mentions the Michener development to the west but does not seem to anticipate of take into account the additional
traffic levels associated with the development taking place across Hwy 69, which is extensive. I have problems with
two drives on Overland. The one nearest the base of the hill is problematic because of vision restrictions and travel
speeds. I do not see this as conducive to safe motoring. The roadway would have to be widened significantly to
accommodate traffic. I was on this section of roadway this morning at approximately 0800 and traffic was backed up
all the way to Roaring Springs through at least two signal rotations. This area is going to be a problem and it appears
the property to the west of the Michener development is for sale as well. This will add even more traffic.
The Hwy 69 drive proposals could work, but I hesitate to jump on the band wagon with cross access as the site plan
seems to be setting up such towards the southern most drive. Right in and out with left turn access for NB Hwy 69 is
workable. Overall I would recommend right out onto Overland to get to NB Hwy 69 via the traffic signal. But this is
going to be problematic as I noted above because of the already heavy EB traffic on Overland.
This is a site that would significantly benefit from a frontage type road design because the intersection it sits at.

Bill,
I met with Jeff Huber of White.Leasure Development yesterday regarding their site plan on the S/W corner of Meridian
& Overland. He presented a pretty good argument for the access points on Meridian Rd. Of course there was the
concern about the business aspect which isn't my concern, but the big one was the impact on Overland Rd and the
amount of traffic it would create very close to the main intersection.
He also brought a new traffic study that P&Z does not have yet. He said they will get it on Friday. I had it sent to me
and am now forwarding it on to you. It looks like a lot, but it is only the first 40 pages of which some can be skipped.
The other 70 pages are graphs, computations, etc.
The main message is that the safest way to develop it is the two accesses on Meridian Rd, but the north access is
right in only. I would still be opposed to the cross access on the south driveway. Read the traffic report if you get a
chance as this is supposed to go before council on the 21 st. If you agree with me then I need to let staff know where
we stand. If you disagree with me just let me know.
