Dear Staff:
This is a formal request for an Area of Impact Change on 36.94 acres. On March 12,2002, the property owner
went before the Meridian City Council as a discussion item. The applicant asked the Council to consider release of
the subject property from Meridian's Impact Area and allow for inclusion into the City of Boise's Impact Area.
The Council gave an infunnal consent to the action and stipulated the applicant submit a formal request.
Background concerning this parcel may be beneficial for staff's review of this application. This parcel was
included in Meridian's Impact Area, however, it was determined that the entire property could not gravity sewer
to the City of Meridian (see attached Meridian Facilities Plan). The applicant had Briggs Engineering design
and coordinate for Boise City sewer and United Water service installation prior to the Eagle Road rebuild in 1998.
This allowed for the possibility of future service of the parcel by Boise and United Water if the City of Meridian
agreed to exclusion (see attached Boise City & DEQ plan approval).
The parcel is currently designated as "Commercial" on the Meridian Comprehensive Plan Land Use Map. The
applicant would prefer a similar land use designation if included in the City of Boise's Impact Area and Land Use
Classification Map.
Please schedule the application for review by the Planning & Zoning Commission and City Council.

.. Dear Mr. Caven:
The plans and specifications for the subject project appear to meet State of Idaho standards and are
approved based on the conditions listed below.
STANDARD CONDITIONS'
The standard conditions on the Division of Environmental Quality (DEQ) review stamp are
part of this approval. Any supporting reports or documents are considered to be part of the
approved documents.
This approval will be voided if: I) construction is not completed by March 12, 1999; 2) the
project is improperly constructed, operated, or maintained; or 3) the project fails to function as
intended.
Within thirty days after construction, the professional engineer shall provide DEQ with a letter
of certification stating that the project was installed with no deviations from the approved
plans.

Dear Staff:

property from the Impact Area. The City Council agreed to release the parcel since sewer cannot be provided
to the property at this time and it questionable whether the parcel could be completely serviced by gravity flow
in the future (see attached Council Minutes and Agenda).
The parcel is currently designated as "Commercial" on the Meridian Comprehensive Plan Land Use Map. The
applicant would prefer a similar land use designation if included in the City of Boise's Impact Area and Land Use
Classification Map.
