Regarding the Rackham East Project Request scheduled for public hearing on
December 2, 2021, at 6 p.m.
As an adjacent land owner at 1235 Rolling Hills Drive, I have grave
concerns about this project. I realize that the city will no doubt
"rubber stamp" the application with their approval but please consider my
comments below.
To me the most critical issue to address is the volume of traffic that
such a project will generate on Rolling Hills Drive, not only from
construction but once the apartment buildings and businesses are at
capacity with tenants.
Rolling Hills Drive has historically been a peaceful dead-end street with
minimal traffic. Since the project on the south side of Overland was
built and as the population in general has grown, it has become more and
more difficult to enter the traffic flow on Overland Road. The addition
of two multifamily residential buildings and six commercial buildings is
going to generate an astronomical amount of traffic on Rolling
Hills. Even if the developer plans on widening Rolling Hills and adding
curbs and sidewalks (which will impact every single home remaining on
Rolling Hills), the additional traffic will destroy what little
tranquility we have left with a 24 hour virtually nonstop traffic
flow. To think otherwise is delusional, as it is delusional to think
people will use the alternate entrance to the west where there is a
traffic light just west of Zamzow's. I would anticipate traffic
frequently backed up on Rolling Hills by vehicles trying to enter Overland
Road, as well as people speeding up and down the street. Historically
people pay little attention to the 25 mph speed zone and this was
painfully apparent during the deconstruction phase as we had heavy truck
traffic running well over the speed limit from dawn until dusk for several
months, despite repeated complaints to the developer.
My suggestion is that Rolling Hills be blocked by bollards (removable for
emergency access) at the property line between city and county. I own the
northern-most property directly adjacent to the proposed building site and
the dust from the construction to the west as well as recently increased
heavy truck volume is already significant. I implore you to give
consideration to blocking all traffic to/from the proposed development.
