Watertower Lane, Ste. 202 Meridian, Idaho 83642 Dear Staff: Subject: Bienville Square Subdivision Final Plat Application Stanley Consultants, Inc. is pleased to submit to the City of Meridian the final plat application for Bienville Square Subdivision. Bienville Square Subdivision will be located on 27.36 acres and will consist of a mix of open space and common lots, retail/restaurant/office uses in addition to a mixture of residential product including attached, detached and alley -loaded residences. The proposed development is approximately one quarter t/4 mile south of Ustick Road on the east side of Eagle Road (State Highway 55). The applicant has indicated construction on the proposed project will begin as soon as approval is granted by the City with a completion of all improvements scheduled around October, 2007. The City of Meridian City Council took final action on the preliminary plat (PP-05-059), annexation and zoning (AZ-05-057), rezone (RZ-05-019), private streets (PS-05-002), and conditional use permit (CUP- 05-052) for Bienville Square Subdivision on May 02, 2006. A variance (VAR-06-018) was also included with the original application, but the City Council did not take final action on the variance until October 03, 2006. The applicant was seeking a variance from Section 11-3H-4 of the Unified Development Code (UDC) in order to allow full access to Eagle Road (State Highway 55). The City Council granted a variance allowing a temporary, full access driveway to be located approximately 880 feet south from the centerline of the intersection of Ustick and Eagle Roads. The temporary access will revert to a right in/right out driveway at such time the public street providing access to and from Ustick Road becomes available to the proposed development. The Idaho Transportation Department (ITD) granted the applicant an access permit (3-05-066) on October 26, 2006. The final plat submitted with this application shows the approved access to Eagle Road. The Bienville Square Final Plat consists of ninety two (92) total lots. Of the 92 lots, there will be fifty two (52) single family residential lots consisting of twenty (20) lots with front on garage access from N. LeBlanc Street and thirty two (32) alley -loaded lots. The final plat also contains Sven (7) commercial � lots, twenty three condominium lots, two (2) private road lots, and4rg}rtXpi6perty drainage/open space lots. The gro s acreage for the entire project is 27.40 acres. The residential portion of the project contains 20.41 acres. The gross residential density is roughly 6.86 dwelling units/acre. The landscape plan demonstrates compliance with the landscape requirements set forth in the Unified Development Code (UDC). The submitted landscape plan details the following amenities: A clubhouse, swimming pool, picnic tables and barbeque pits generally within Lot 42, Block 1; a volleyball court generally within Lot 34, Block 1; and, a basketball court and horseshoe pits within Lot 23, Block 1. Other amenities include a tot lot south of the clubhouse. The tot lot will include swings, slide, and a jungle gym. The proposed development includes a 7 foot wide pathway system for interconnectivity within the development and for recreational use by the Bienville property owners. The final plat is in substantial conformance with the approved preliminary plat as the final plat does not include an increase in the number of buildable lots or any reduction in the amount of open space. The overall percentage of open space is based on the gross density of the residential portion of the proposed development, which is 20.04 acres. The amount of open space and percentage of open space does not include any landscape buffers as requested in the staff report for the hearing date of May 02, 2006. The total acreage of useable open space within the common lots is 2.36 acres or 12 percent of the residential area. Along with providing a brief description of the proposed project the additional purpose of this letter is to provide the City with a statement as to how the final plat conforms to the approved preliminary plat and how the project complies with all of the requirements set forth in the Unified Development Code (UDC). Construction plans are included with this application demonstrating compliance with engineering, architectural and surveying requirements. The following outlines how the proposed development complies with the conditions of approval set forth by the City of Meridian: C. The site consists of single-family lots, multi family lots, and commercial developmen on approximately 27.4 acres. This report includes the drainage system basins with flow rates and design calculations. EXISTING CONDITIONS The project site presently consists of an empty field. There are 2 irrigation ditches that cross the site. The Finch Lateral borders the site on the south and and the Milks Lateral crosses through the middle of the site from east -to -west. The area north of the Milks Lateral drains primarily to the west and a little to the north across the site. The area south of the irrigation ditch drains to the Finch Lateral. Predevelopment Q25 storm flows were calculated. The only runoff that flows into the laterals are from the back of the the lots on the west side of the subdivision. No street runoff flows into the laterals. This flow was estimated to approximate the predevelopment Q25 flow as is allowed by the Nampa & Meridian Irrigation District. PROPOSED CONDITIONS The onsite drainage will be conveyed by surface systems. The surface flow will be contained within the pavement sections to designed low points where stormwater is treated with sand/grease traps before entering seepage beds. CALCULATION METHODS The rational formula (Q=CIA) was used to estimate the peak runoff rates for all basins. The 'C' values were taken from Exhibit "A" of the Ada County Highway District policy manual. In cases where there were different runoff coeficients for a drainage basin, a composit runoff coefficient was determined. The drainage area for each sand and grease trap is shown on the attached "Drainage Plan" drawings. The average rainfall intensity is estimated from the "Rainfall Intensity -Duration -Frequency Relationship" figure for a 25 year and 100 year runoff event. The time of concentration is determined by adding the longest overland grass flow time and/or gutter flow time. Calculations and spreadsheets are included with this report for all drainage improvements. A one page summary displaying equations and methods used is attached followed by a condensed calculation for each Basin area. SOIL CONDITIONS Soils and subsurface investigation has not been completed for this development. Groundwater is not anticipated to affect the proposed seepage bed dimensions, but groundwater depth has not yet been determined. In the event that conditions or groundwater is encountered other than previously expected, a revised design will be done based upon field conditions. Only flowers, grasses, shrubs and trees with a mature height not to exceed three (3) feet or trimmed with no limbs between three (3) feet and five (5) feet in urban areas and three (3) feet and seven (7) feet in rural areas will be allowed within the sight triangle at corners and the safety clear zone of the State Highway. Trees with a mature trunk diameter, of over six (6) inches are not allowed in the clear zone in rural areas. When there is a barrier curb, trees are allowed if they do not interfere with sight triangles or State Highway signs. Landscaping shall be short enough or trimmed so it doesn't interfere with State Highway signs„ No rocks over four, (4) inches maximum size will be allowed within the State Highway right of way. Sprinkler heads shall be no closer than five (5) feet from the pavement edge and shall be adjusted so as not to cause water to cover any part of the highway surface. Landscaping shall be placed so as not to disturb the normal drainage patterns within the State Highway Right of Way.
