Combined Preliminary and Final Plat Requests
Dear Anna:
We are requesting preliminary plat and final plat approval for 3 residential lots on approximately
.59 acre. This request is for a replat of Blackstone Subdivision Lot 5, Block 1. The site is
located on the south east corner of Black Cat and Cherry roads. The Ada County Assessor's
parcel number for the site is R0988770050.
The Blackstone No. 2 plat request is for 3 single-family lots. The project area has been annexed
and has a zoning designation of R-4. The project is surrounded by Blackstone Subdivision and
to the north is Mill Iron Place Subdivision.
Open Space Information
The 3 new residential lots will utilize the open space that is incorporated in the existing
Blackstone Subdivision. The City has indicated that the open space requirement will be in
compliance through utilizing the amenities and open space that are interspersed through out the
Blackstone Subdivision.
In regard to fencing, a 6' privacy fence is already constructed on the perimeter of the proposed
subdivision.
Traffic Impact and Roadway Information
The proposed combined preliminary and final plat will consist of 3 lots. There will be no
significant traffic concerns.
Utility Information
Sewer and water mains are currently located in the right-of-way of Aspen Creek and Tessa
Roads which directly abut the site. Utilities will be extended throughout the subdivision from
this point.
All utilities are currently provided to Blackstone Subdivision and will be extended to the
proposed subdivision.
Roadway Information
All urban road improvements have been constructed. A common driveway will provide access
for the three (3) residential lots.
The common driveway will be designed within an easement and will meet the requirements of
the City and the Fire Department.
Irrigation and Drainage Information
Pressure irrigation will be provided to all lots within the subdivision. The pressure irrigation
system will tie into the existing system from Blackstone Subdivision.
Storm drainage will be routed to retention pond as shown in the submitted construction drawings
Pre -application Meetings
Pre -application meeting was held on July 16, 2007 with Meridian Planning and Public Works
Staff to review the project (see attached meeting notes dated July 16, 2007). Meridian staff
members attending the meeting included Anna Canning, Amanda Hess, and Scott Steckline.
Some of the items of discussion from this meeting included setback, easement requirements, turn
around for emergency access, and 20x20 parking pad. Further, the City indicated that conceptual
elevations of proposed dwelling units will be required for an R-4 zone. The conceptual
elevations are attached.
The changes requested per Meridian City Staff have been addressed. The subdivision will be in
compliance with the setback requirements of Meridian City Code. A 20x20 parking pad has
been provided for all lots and the subdivisions is in compliance with the existing and proposed
easement lines. Further, turn around requirements for emergency access vehicles are in
compliance with the Meridian Fire District (Please see attached approved conceptual plan)
We held another pre application meeting with the Meridian Fire Department on July 18, 2007.
Attending the meeting was Joe Silva. Feed back was provided pertaining to a fire lane and
turning radius requirements.
The Meridian Fire District comments have been addressed and the conceptual plan has been
approved.

Neighborhood Meeting
We held a meeting on -site with surrounding neighbors on July 30th, 2007 regarding the
aforementioned project. The meeting included a presentation of the project including features of
the project.
There were two families that were present and they indicated they were pleased that the lot was
finally going to be developed. The only concern was in regard to fencing type. We explained
that the fencing type will be in accordance to the CCR's of Blackstone Subdivision.
Landscaping
The applicant will meet all City of Meridian's landscaping requirements.
There is currently a landscape berm and vegetation that abuts the proposed subdivision and is
emplaced along Black Cat and Cherry Roads. Any construction that occurs on the subdivision
will occur inside the fence line of the property and will not damage the existing landscape buffer
and landscaping.
The developer intends for this development to be of the utmost quality and be in harmony with
the surrounding subdivision homes. Conceptual elevations are attached in order to illustrate this
intention.
Approval of Blackstone Subdivision No. 2 will complete the existing Blackstone Subdivision.
The development will meet or exceed the standards set forth by the City of Meridian and other
government agencies. The proposed preliminary plat and final plat requests comply with the
Meridian Comprehensive Plan and Subdivision Ordinance. We ask that you approve Blackstone
Subdivision No. 2 and its associated requests.

STORM DRAINAGE SUMMARY
The site for Blackstone Subdivision #2 is located in Ada County, Idaho, on the southeast
corner of the intersection of Cherry Lane and Blackcat Road, just north of Interstate 84.
The storm drain system design complies with the Idaho Transportation Department
Urban Storm Sewer Design. The site is a previously developed field. The site doesn't
have much sloped with grades not exceeding 2%. The development site is 0.59 total
acres, which was formally Lot 5, Block I of Blackstone Subdivision. All drainage from
Lot 5, Block 1 was accounted for in the original Blackstone Drainage calculations and
pond sizing. The new proposed development for the site includes constructing 3 single-
family residential lots and 1 common lot.
The pre -development storm water sheet flows to N. Tessa Ave where it flows in the curb
and gutter to an existing drainage pond and/or it percolates on site. Post -development
runoff from the site will sheet flow to N. Tessa Ave where it will flow in the existing
curb and gutter to an existing drainage pond.
Storm runoff has been broken into drainage areas as depicted on the enclosed drawing.
Each area has a hard surface area of the roadway (right of way to right of way) including
the lots which drain into them.
Groundwater was encountered at 6.5' below the surface. The contractor is to notify the
engineer immediately if water is encountered in any excavation. The percolation rate was
estimated as 1 inche/hour.
ASSUMPTIONS
• Rational method is used for calculating the peak runoff flows: Q = C * I * A
• Runoff coefficients based on land use from ACHD Development Policy Exhibit A (Appendix
Al)
• Rainfall intensity of design storm based on Intensity -Duration -Frequency Curve (Appendix
A2)
• Peak time of concentration = 2.5 minutes
• Percolation rate = 4 in/hr based on comparable data
• Runoff volume is calculated from the area based on the greatest 100-yr Storm Hydrograph:

Gary took a look at your e-mail. Since it is just a driveway, he was not as concerned with the
drainage entering the right-of-way. However, he did not like the valley gutter. He felt that it would
increase the chance of taking on a little too much additional lot drainage. So, we can live with the
drainage, but not with the valley gutter.
Let me know if you need anything else. Maybe keep this e-mail with your project files and add
it to your submittal, once you get around to sending us the plans for review. Chances are very great, that
I may not remember what I told you. Thanks!

Thanks for your response. Landmark did not design it, however John Carpenter did when he was at Pinnacle so
we do have all of the necessary information.
I thought that there may be some issues with it being an additional part of the project due to the layout. However,
I believe this one differs (from Eaglefield) because this is not a private alley or even an alley. It is just a common
drive way, obviously bigger than a typical one, but a drive way all the same.
I would greatly appreciate if you would be able to talk to Darrin or Gary about the proposed design. I have looked
over the calcs for Blackstone and it already accounts for the run-off coming from that lot, and that is the way the
lot currently drains now historically. There will be no problem with pond capacity and runoff would only travel
approx 360' in the ROW where it would discharge into the pond.
