RE: Bellabrook Villas (RZ-07-006 and CUP-07-038)
If approved by the City of Meridian, the proposed project would result in 34
multifamily units on 4.4 acres south of Franklin on Locust Grove. With a gross
density of nearly 8 units per acre, the project would meet "transit ready
development" criteria. It lies just'/4 mile distance to Franklin, a corridor identified
by Valley Regional Transit as a high -er,!ice level transit corridor in its Regional
Operations Capital Improvement Plan. It is also less than'/2 mile from the rail
corridor now being evaluated for future commuter rail service.
Access onto Locust Grove presents an issue, especially when the pending
completion of the overpass will certainly add traffic to this street. I understand the
developer agreed to a joint access that would provide for the adjacent parcels to
develop without creating yet another intersection. This is an excellent strategy to
preserve arterial capacity.
The extensive and usable open space and connection to a possible pathway along
Five Mile creek are desirable features. The building designs appear to be
compatible with surrounding residential uses, with pitched roofs and massing that
emulates typical single family homes in the area.
The Communities in Motion plan approved by the COMPASS Board in August
2006 emphasized more compact development, a diversity of housing types, and
increasing the amount of development near services and transit routes. Bellabrook
Villas appears to support these objectives, allowing for growth without consuming
farmland. These are also goals endorsed in the Blueprint for Good Growth.

RE: Bellabrook Condominiums
1 live at 255 S. Locust Grove Road, which happens to be directly across from the
Bellabrook project. At one point in time Meridian was somewhat of a rural area. I
understand the City is growing at a very fast pace and that the land around be will
probably develop in the near future. My neighbors to the south have their property for
sale and it will likely develop as a commercial development. My land is about 1 acre in
size and will probably develop the same way some day.
I met with Ross Erickson at the project meeting where he presented their plans to us.
I'm not opposed to their project. In fact, I think they've done a good job with the layout
and architecture and feel that this type of high quality, unique product is needed in the
area. Also, I'm please to see that the development is a condominium project rather than
a government subsidized rental project like the one down the street on Franklin. It's
nice to see something unique and different rather than all of the typical subdivisions that
are going in everywhere.

Bellabrook Villas Condominium Project

We live within the Woodbridge Subdivision at 1741 E. Bollman St., which is the
"Woodgate" section of the neighborhood and is closest to the Bellabrook Villas
Condominium project. We wanted to take an opportunity to comment on the
development which is planned adjacent to us.
We are pleased to see the amount of effort that the developer has put into planning and
design for this project. The buildings look great and should be used as an example for
other multi-family/condominium projects in the City. Ross Erickson met with us while
they were designing the project to explain their plans and get feedback. We really like
the end product and appreciated the opportunity to be able to provide input that was
actually incorporated into the design.
When we first heard that the property was going to be developed we were concerned that
it may be offices or commercial buildings, or even a gas station. We're happy to see this
condominium project as our neighbor.

June 5, 2007, the Meridian City Council voted to deny the applications for this development. The

issues that were brought up by Council during deliberation, but were unable to be addressed by the
applicant because the public hearing was closed. This new information should be helpful in the
Council's true understanding of the benefits that this development will have for the City of Meridian.

Representing the residents of the Woodbridge Subdivision, Meridian and acting as Board
members of the Home Owners Association we submit this letter. We request on behalf of
the residents that you do NOT give approval to the above cited project proposed by JE
Development LLC. Some of our reasons are as follows:
1. The requested rezone to R-15 is not compatible with the R-4 density of our
community.
2_ That creating high -density housing this close to our community does not create
a buffer.
3. That this project will greatly increase cross thru traffic in our community.
4. That a project of this density this close to our community will greatly reduce
the value of our homes.
