City of Meridian City Planning Department 660 E Watertower, Suite 202 Meridian, Id 83642 Subject: Canterbury Commons — Final Plat Submittal The following narrative is respectfully submitted as a description of the proposed Canterbury Commons subdivision. This project complies with the Findings of Fact and Conditions of Approval approved on October 3, 2006 for case numbers: AZ-05-013, PP-06-011, CUP-06-006, and PS-06-005. The project covers 13.99 acres located on the south side of West Pine Avenue between North Gray Cloud Way and North Ocean Avenue. The project covers parcels S1211325710, S1211325610, S1211325499, S1211325420, S1211315300, and S 1311314810. Currently, there are three single-family homes and associated outbuildings on this site. All existing building will be removed as part of this development. The site is located in the City of Meridian, Ada County and is zoned R-15. The technical and planning aspects of this proposed development are described in greater detail below. AZ-05-013 COMPLIANCE The City of Meridian Future Land Use Map adopted on August 6, 2002 was used to verify the proposed residential designation as being in compliance with the Meridian Comprehensive Plan. This map indicates that the future land use for this property is Medium Density Residential. Per the Comp Plan Amendment, Resolution No. 04-454, Medium High Density Residential is defined as follows: ' Medium High Density Residential: areas are locations recommended primarily for relatively dense multi -family housing types, such as row houses, townhouses, condominiums and apartment buildings and complexes. Medium High Density Residential areas should include a mix of housing types that achieve an overall average density target of 12 dwelling units per gross acre. The development is in conformance will the R-15 zoning standards with regards to property size, setbacks, density, and fences. PP-06-011 COMPLIANCE The final design of the project was done in conformance with the approved preliminary plat and meets all requirements or conditions thereof. Minor changes have been made on the final plat. These changes include street renaming and removing one condominium building. Building #39 on the preliminary plat will be replaced with a 3-unit townhouse. The public street previously known as N Sherwood Avenue will be known as N Amuma Avenue. The private street previously known as North Lyndhurst Lane will now be known as N Clara Lane. CUP-06-006 COMPLIANCE This project is in conformance with the conditions listed the Facts of Finding and Conditions of Approval, which include landscaping, multi -family standards, private usable open LOCHSA ENGINEERING OF IDAHO 1311 W. There are a total of 192 residential condominiums and a net lot density of 18.9. These 192 units are divided into 48 buildings, 4 units per building. The smallest unit is 937 square feet; the average unit is 1,109 square feet. The total area of open space is approximately 2.44 acres. This open space is 55.18% of the project area. 100% of the open space is usable as defined in Title 11, Chapter 3, Article G of the Unified Development Code. PS-06-005 COMPLIANCE This site has been designed to comply all requirements for the private streets. All private streets have been designed to allow a minimum 24 foot wide drive surface. Access to this subdivision is limited to the two access points on West Pine Avenue. Direct lot access to West Pine Avenue is prohibited. ENGINEERING / UTILITY / DRAINAGE Public utilities in West Pine Avenue will provide connections for both sanitary sewer and domestic water service to the Canterbury Commons Subdivision. Sanitary sewer service shall be obtained by connecting a gravity line to an existing manhole. This sewer main gravity flows to a pump station at the intersection of Ten Mile Road and West Pine Avenue. A twelve inch domestic water main located West Pine Avenue shall be utilized for both fire hydrant service and domestic water service. These facilities shall be public facilities within the proposed subdivision. Pressurized irrigation shall connect to an existing Nampa Meridian Irrigation District pressurized pipe located in the Lyndhurst Grove and Kelsee Park subdivisions. This facility will provide landscape irrigation for the individual lots, open space, and the proposed landscape buffers adjacent to West Pine Avenue. Storm runoff from these lots will be retained on site or discharged at historic rate to the Ten Mile stub drain. Runoff from N Clara Lane and W. Synder Lane will be captured in sand and grease traps and then discharged into the Ten Mile stub drain. Runoff from N Amuma Avenue will be captured in catch basins and discharged to the proposed retention pond. All other runoff will be captured and discharged through subsurface seepage beds. Ocean Avenue, and east of N. Gray Cloud Way in Meridian, Ada County, Idaho. This report represents engineering support calculations for site development plans for Canterbury Commons. The project site consists of approximately 20.5 acres of total land. The adjacent land to the east is Morning Glory Subdivision, to the north are Haven Cove Subdivision No. 09, Kelsee Park, Lyndhurst Grove, and the future Sommersby No. 02, and to the west is Courtyards at Ten Mile and Central Valley Baptist Church. A portion of the Eight Mile Lateral passes through the property in the northeast corner. The Ten Mile stub drain runs parallel to the property on the west side. The project site slopes from northeast to southwest at an average of 2%. All storm water sheet flows to the Ten Mile stub drain. The project site covers parcel numbers S 1211325710, S 1211325610, S 1211325499, S 1211325420, S 1211315300, and S 1211314810. There are three residences and other accessory buildings on the site. Test pits generally encountered 1 to 3 feet of lean clay at the existing ground surface with silty sands and poorly graded sands below with infiltration rates varying between 2 and 8 inches per hour. Based on groundwater monitoring performed on a monthly basis through December 2005 and October 2006, groundwater is expected between 6 to 10 feet below existing grade. MODIFIED CONDITIONS The modified conditions for the project site include the street construction to serve the future residences. Multifamily condominiums and single family attached townhomes will be constructed in 2 phases. All condominiums, utilities, perimeter fencing, and supporting roads will be constructed in the first phase. The remaining utilities, roadways, and townhomes will be constructed in the second phase. Storm runoff from these lots will be retained on site or discharged at historic rate to the ten mile stub drain. The proposed street improvements include asphalt pavement, curb and gutter, and sidewalks. Runoff from N. Lyndhurst Lane and W. Synder Lane will be captured in sand and grease traps and then discharged into the Ten Mile stub drain. Runoff from N. Sherwood Avenue will be captured in catch basins and discharged to the proposed retention pond. The retention pond is designed to accommodate the required volume of runoff from the 100-year storm event. Infiltration rates are considered as part of the volume sizing calculations. The one hour storm is used to calculate the required volume for storm runoff. All other runoff will be captured and discharged through subsurface seepage beds. All calculations have been included in the attached appendix. Runoff from each lot will be retained in subsurface infiltration beds. Lot grading and drainage is not included as part of this study. The City of Meridian Standard Specifications, City of Boise Storm Water Management Design Manual, and Ada County Highway District Design Policy Manual were referenced to determine the appropriate seepage bed sizing for the proposed condition drainage basins. The Rational Method was used for volume calculations and for peak flow calculations. A 100 year — one hour event was used for volume calculations. This event yields 1.1 inches of rainfall during that hour. A geotechnical report has been prepared by Strata, Geotechnical Engineering and Materials Testing, dated April 26, 2007. A copy has been provided with this submittal. Drainage Zone 1 has an area of 20,194 square feet, a C factor of 0.73, and yields 0.37 cubic feet in runoff in the design storm.
