HomeMy WebLinkAbout01 - Narrative V1October 20, 2021 City of Meridian Building Department Meridian City Hall, Suite 102 33 East Broadway Avenue Meridian, ID 83642 Re: Design Review and Certificate of Zoning Compliance Project – Orchard Park Market West BLDG 1316 W Orchard Park Drive Meridian, ID 83646 Orchard Park Development Project No. 21257.000 Dear City of Meridian Building Department: The following is a project narrative for Design Review and Certificate of Zoning Compliance for a one-story multi-tenant shell and associated site work, located at in the new Orchard Park development at 1316 West Orchard Park Drive, Meridian, Idaho. The proposed project will take place on parcel: R5262501400 which is currently zoned (C-C) Community Business District, which permits this type of commercial use. The project site is part of Lot 14 of the Linder Village subdivision, it is 13.45 acres however the project site area is .27 acres. The remainder of the lot will be developed at a future time with separate packaged submittals. The building size is approximately 3,800 square feet with 5 proposed tenants. The building shell is planned for construction; separate tenant improvements plans will be submitted for review at a future time. The new site work will tie into the existing adjacent site construction to the south. This site work is scheduled to be completed under a separate permit for the Orchard Park Library A-2020-0177 and C-SHELL-2020- 0025. The related site improvements associated to the building include concrete sidewalks and landscaping. There is a future patio proposed however this scope of work will be included with the shared plaza for lot 14. The building’s exterior has been designed to meet current City design standards and utilizes stone veneer, wood cedar siding accents, metal panels and black aluminum storefront systems with a standing seam metal roof. The materials and colors used deliver an aesthetically pleasing building that will complement the surrounding architectural style of the Orchard Park Development. This open food hall concept is designed to face out to the future patio and plaza, this creates a unique opportunity to highlight all four facades of the building focusing the main circulation inward towards the patio/plaza. Large storefront windows and an overhead coiling door open the interior of the Market 11/10/21 A-2021-0211 City of Meridian - Building Department Page 2 October 20, 2021 Building out to the patio, which is intended to be used year-round. Use of cedar panels alternating with stone create a rhythmic design language is used throughout the other elevations to provide a consistent massing on all façades. The design intent with the mechanical system is to have it serve the building without being obtrusive. Mechanical equipment and units will be placed on the rooftop with parapets to screen, preventing sight of the units from the ground. The required number of parking stalls is 15, this project is proposing 121 shared parking stalls through a cross parking agreement with the Orchard Park Library and surrounding Orchard Park development. The surrounding area of the buildings and parking lot landscaping has been designed to create an inviting area for visitors; similarly, the trash enclosure area will be screened. LED lighting is placed throughout the site to ensure visibility for pedestrians. Thank you for reviewing our application for Building Permit approval.
