Project Description
The applicant, Primeland Investment Group, is proposing to subdivide and rezone a portion of
Bridgetower Crossing Subdivision No. 7 and to rezone a portion of the Gallery Subdivision. The
applicant is also proposing to improve an existing access drive to the east of the property and
construct a new road through the property.
Location
The subject lots are located south of West Quintale Drive and east of North Ten Mile Road. The
project consists of Lots 66-70, Block 10 of Bridgetower Crossing Subdivision No. 7; Lot 2,
Block 10 and Lot 3, Block 6 of Bridgetower Crossing Subdivision No. 2; and Lots 1, 2 and 3,
Block 1 of Gallery Subdivision.
Current Owners of Record
There are three property owners for the lots within the boundaries of the proposed preliminary
plat and rezone. Primeland Investment Group, Bridgetower Owners Association, and
Bridgetower Crossing LLC are the owners of the property and have submitted the notarized
consent for this application.
Site Design — Proposed C-N Zoning Area
The applicant is proposing eight lots, instead of five, on Lots 66 — 70 described above. This
same property is proposed to be rezoned from R-4 and C-G to C-N. The proposed public road
to the east of the property (Alba Avenue) will be 25 feet wide and will have curb and gutter. The
proposed road off of North Ten Mile Road (Capri Street) will be 64 feet wide and will narrow to
36 feet. This road will have curb, gutter and sidewalk. These public roads will be built to
ACHD standards.
There are existing water and sewer services to most of the proposed lots. However two eight inch
sewer services will be constructed along with one eight inch water service to accommodate the
proposed lots. Pressure irrigation currently runs around the property boundary; however, another

pressure irrigation line will be constructed along both sides of Capri Street and on the west of
Alba Avenue, to serve the ten foot landscape area along the proposed road.
Three conceptual development plans for the proposed C-N zoning area are attached to this
narrative. Because the proposed buildings are essentially surrounded by streets, they will be
designed so that the buildings are attractive from all sides. The requirements of the C-N zoning
designation will be met for the proposed buildings. The size of the buildings will be
approximately 22% to 27% of the total lot area.
Rezoning Request
The application includes a rezoning request for the proposed lots. Lots 66-70, Block 10 of
Bridgetower Crossing Subdivision No. 7 are proposed to be rezoned from R-4 and C-G to C-N.
The remaining lots included in the application are being rezoned from R-4 to L-O. The proposed
rezoning requests are compatible with the existing surroundings and are in compliance with the
city of Meridian Comprehensive Plan.
Variance Request
There will be no variance request with respect to any provision of the ordinance.
Conclusion
The applicant is asking the City Council to review a rezone application and preliminary plat
application for the Bridgetower Crossing Subdivision No. 16. The applicant requests a rezone
from R-4 to L-O and C-N. This is a limited office/commercial project and is a good fit for the
area. The Bridgetower Crossing Subdivision No. 16 will feature 8 building lots on 6.76 acres.
This request is in compliance with the City of Meridian Comprehensive Plan.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11-5A-5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for

RE: Groundwater data for northwest corner of Bridgetower Crossing
Attached is the requested groundwater monitor data on the approximately 20
acre site located south of McMillan and east of Ten Mile Road. I utilized six
test holes that were installed between 2000 and in 2003. Attached are monitor
sheets from 2002, 2003 and 2004. The data is spotty due to monitor pipes being
destroyed by farming and construction activity. Attached is a map showing the
location of the selected monitor points.
Most of the selected locations show a groundwater peak at 5 to 7 feet below
ground level. At 1203 the level peaked at 29 inches in 2003. Keep in mind that
the site still had open ditches and irrigation being conducted on parts of the
property. Since development has occurred on the site, a "true" level at that
point is likely much closer to the readings of the surrounding holes.
I would suggest you use a median value of 65 to 70 inches below ground level
for design purposes. Such values should be conservative in the post -
development condition. It is always difficult to extrapolate irrigated readings to
non -irrigated values. If you have questions or need anything additional, please
