Watertower, Suite 202 Meridian, ID 83642 May 14th, 2007 Attn: Anna Canning, Planning Administrator Dear Anna: Re: CLC Conditional Use Application BRS Project No. 06060.01 Pursuant to our Pre -Application meeting on 4-23-07 Cherry Lane Christian Church and its representative BRS Architects requests review of its conditional use application as required by the previously approved Development Agreement dated November 30, 2005, Instrument number AZ-05023. This document was recorded on 12/15/05 by Ada County. Recorder J. David Navarro. The Comprehensive Plan designates this parcel as Mixed Regional, and we believe that the proposed modification retains the original intent consistent with the land use policy of the Meridian Comprehensive Plan, Chapter VII C-1. The site is within the Meridian Urban Planning area, and also the recently composed yet to be approved, 10 mile specific interchange area. It is our opinion that this request is consistent with the city planning and zoning department's Ion - city goals. grange City of Meridian P & Z CLCC Annexation March 24, 2005 Page 2 of 5 The Cherry Lane Christian Church property is located on the northwest corner of the intersection of 10 Mile Road and Franklin Road. The 39:47 acre parcel was a former dairy and cultivated field. It is relatively flat, and is dissected by 10 Mile Creek. It is currently zoned C-N with the permitted primary use being the church function as well as other related uses which are designated as "accessory use" in the zoning ordinance. The building in this submittal is the Phase 1 Church building. This building will support the worship, learning, administration, and fellowship functions within this initial building. As these congregation grows and those ministries continue to expand, additional buildings as represented in the master plan will be constructed to better facilitate the function and growth of those needs within the campus master plan. The specified land use and zoning previously approved in the existing development agreement is unchanged by this application. It is reguested by Chen Lane Christian through this CUP application t_io_ n to reguest and propose allowance of the following items 1. The height of the proposed cross is at 62 feet and roof of Belfry is 58'-2". It is requested these heights be allowed. The Unified Code stipulates a maximum height of 55 feet for a church specific roof element such as a steeple or belfry. Due to the mass and heights needed for a building with this type of mass and size it is requested these heights be allowed to prevent a major reconstruction of the belfry and cross in a later phase where it would be dwarfed by construction around it in later phase. 2 City of Meridian P & Z CLCC Annexation March 24, 2005 Page 3 of 5 2. It is proposed that a treated gravel overflow parking area for 156 cars be permitted at the south west and south east areas of the proposed paved parking area. 3. It is proposed that an Urban Farm classification be allowed in this CUP for the existing alfalfa field that surrounds the proposed church building and site. The church membership has several farmers able to harvest, irrigate, and maintain the alfalfa surrounding the phase 1 church development instead of plowing it under to create an inevitable field of weeds without purpose. 4. It is proposed that a letter of credit be offered for the landscaping area between the existing edge of pavement at Franklin road and the south edge of the meandering 5 feet wide concrete sidewalk until such time as ACHD constructs its improvements at Franklin. All other landscaping adjacent the residential area to the west is proposed to be constructed at this time. 5. It is proposed through a staff amendment to the existing CUP that this submittal for this project and all future submittals be applied for and reviewed by the newly adopted Design Review application as the proposed and specified use of all buildings on this site are approved use through its C-N zone, and development agreement. To further enable that request the chronological phasing of all building construction has been labeled on the master site plan in a total of 10 phases for review. The amount of site phasing for parking and landscape development would be contingent on parking requirements at the time of each building phase proposal. The anticipated size of each site phase will occur as needed for each occupant load of each building phase. 3 City of Meridian P & Z CLCC Annexation March 24, 2005 Page 4 of 5 The conceptual master planned campus as proposed contains a large worship facility building, a family life center with gymnasium classroom function, and an administration office building now incorporating a retail function per staffs' recommendation. In the current phase 1 plan for its construction south of 10 mile creek it is the intention of CLC to construct in phase 1 a Church building able to seat 888 in the sanctuary, a Administration office area, a fellowship area at the front entry in the Narthex, classroom space for the, nursery, children, middle school, high school and adult classroom program The master site plan which was conceptually represented in the previously submitted schematic master site plan has been refined in its layout, and traffic flow per Staffs direction to break up the visual connection of asphalt parking to Franklin with a less rigid landscape island configuration, and a relocation of the Admin Building for a presence and representation of the Church at the gateway intersection Of 10 mile and Franklin Road. Please note that the Admin building is now planned to provide a Retail function likely represented by a future book store or cafe. The overall master site plan layout is largely unchanged in its purpose and function from the initial proposal and development agreement. 4 City of Meridian P & Z CLCC Annexation March 24, 2005 Page 5 of 5 As previously mentioned the campus is anticipated to be a phased development as the congregation and its financial abilities grow. Please also note the attached correspondence from Larry Woodard the Outreach Minister from Cherry Lane Christian below in response to your question concerning the timing of the future phases identified in the master site plan: Dear Steve; We have had numerous discussions about the schedule for future phases at our new church site. Many variables come into play ... i.e., the completion of the Ten Mile Interchange and the widening of both Ten Mile Road from Franklin to Cherry Lane and the widening of Franklin Road, the rate of development of the planned residential communities within the scope of the recently released Ten Mile plan, our church growth in numbers and ministries, our financial growth, etc. The church is expected to go through a rhythm of growing to capacity, raisin funds, expanding to the next phase, and then the cycle repeats. This has been our experience at the present location. City of Meridian P & Z CLCC Annexation March 24, 2005 Page 2 of 2 As to specific time frames for each phase, we cannot project much beyond the next two phases. Phase 2, which is the gymnasium portion of the family life center, will be the next phase to be completed. Our best estimate is that this phase would go up in the time frame of 2009-2011. Phase 3, which consists of additional educational wings on the main building, is expected to be constructed in the time frame of 2011-2015. Beyond these dates, speculation on timing of subsequent phases would be irrelevant at this time. Larry Woodard Outreach Minister Sonya, regarding your other question relevant to the timing of when the "phase 1" outdoor entry plaza would be modified as shown in the "master plan outdoor entry plaza" is anticipated to occur in phase 8. At that time the master plan outdoor entry plaza and adjacent building additions to both the gymnasium and main church would simultaneously occur for a continuous plaza and loading zone driveway system between the main church building and gymnasium classroom building. The Southern Facade of the CLCC proposed church building has 2 large sloping roof elements that slope at 4 in 12 lifting the perspective to the center element of the church the 62 foot tall cross. The cross is highlighted by a circular opening to be screened with a perforated mesh. The sloping fascia of the front walls are also angled to accentuate the perspective of the cross belfry, and create a center feature above the main entry doors. The finishes of the front facade vary from Tan Stucco to Snow white smooth face flush metal siding from Hawaiian Blue vertical smooth face flush metal siding at the parapet. Primary Public Entrance: The main entry doors are surrounded by 22 foot tall glazing across the entire width of the front narthex (fellowship area) lobby. This roof line over the entry is a low sloping 1 in 12 roof to allow a better visual connection to the cross. The glazing across the main entry area is over 80 feet in width, and clear defines the front entry as well as enhance the transparency of interior functions to Franklin roadway. C. Roof lines: The entry roof eave cantilevers over the front doors 12 feet and is a slope of 1 in 12. The main sanctuary roof is a slope of 1 in 12. The main roof fascia elements at the front entry slopes at 4 in 12. The Belfry roof behind the cross is at a slope of 4 in 12. The parapet wall is accented by a vertical smooth face flush metal siding in a Hawaiian Blue as are all the exposed fascia of all the sloping roof fascia previously mentioned. D. Pattern variations are addressed by horizontal and vertical metal siding as well as variations in the metal accent bands heights, further accented by stucco color bands in Sand Color, and Blue to match the Hawaiian Blue Metal. E. All mechanical equipment is screened from view by a parapet wall. 2 - City of Meridian P & Z CLCC Annexation March 24, 2005 Page 3 of 4 2. Colors and Materials: The two different colors of metal siding area Snow white smooth face flush metal siding and Hawaiian Blue vertical smooth face flush metal siding. The stone is a Autumn Profit Ledge stone by cultured stone with a wide variation of carmel and tan colors. The stucco field color is a Tan color, with an accent band in Blue to match the Hawaiian Blue metal. 3. Parking is divided with 397 parking in front and 240 parking rear of the fagade being a 60% ratio. 4. Pedestrian Walkways A. An internal pedestrian walkway 8 feet in width connects Franklin to the front pedestrian plaza and main entry doors. B. It is distinguished from the other pedestrian walkways by striping. C. Complied by main 8 feet wide walkway to north, and also in the east west boulevard connecting the west boundary thru the roundabout to the east edge of the front parking area. D. The main walk way and loading zone is greeted by 4 self supported awnings in the plaza that are diagonally located to provide cover from weather in access of the main entrys as well as provide protection from weather while waiting to be picked up. _3 V City of Meridian P & Z .� CLCC Annexation March 24, 2005 Page 4 of 4 We trust you and your staff will concur on our approach to this site and buildings design in accordance with your Design Review checklist and a Positive recommendation will result.
