CONDITIONAL USE PERMIT MODIFICATION REPORT
Project Number MCU-2021-0009
Project Name Campania Office Buildings A, C & D
Project Address 1861, 1887 & 1921 E. Overland Road
Project Description Modifying the approved elevations of three
(3) buildings in the Campania Office
Complex
Applicant Pamela Gaines, ADP Boise
Assigned Planner Stacy Hersh
Expiration Date October 26, 2023
I. DECISION
The Director approved the applicant's request for a Conditional Use Permit Modification to the
building elevations on the remaining three (3) structures to be built in the Campania Office
Building Complex with the conditions listed below.
II. STAFF ANALYSIS
The original concept of the commercial development was to provide an Italian community with
rich materials and ideal views that would create an ideal place to conduct business for consumers.
The buildings were laid out to have multiple facades providing unique pedestrian elements, with
angled or recessed entries, warm wood accents, textured stone, curved planes and large open
fenestrations. The rooflines of each building help to define entries as well as provide a visual
interest with variation in height and structure. None of the buildings were to be identical but were
to contain similar features to show unity within the office complex.
The applicant is requesting a modification to the approved Conditional Use Permit for the last
three (3) buildings to be constructed with a simplified design while maintaining the architectural
Italian inspired look of the original designs. Each of the buildings will preserve the same
footprint; thereby, continuing with the similar horizontal undulations and eve height to maintain
the equivalent pedestrian scale elements. These design modifications will not only be slightly
more cost effective to build (though still be quality materials and construction) and maintain an
affordable lease for future tenants, they will improve some of the over-designed elements (i.e.:
the barrel vault and mechanical platform that required a two-story wall on the south side of the
building) that would end up obstructing views of neighbors and detracting from the beauty of the
buildings within the development. The overall aesthetics of the buildings will be congruent with
the rest of the structures within the business development and improve the link to “similar”
design of neighboring communities. The applicant proposes the following changes to each of the
three (3) buildings as follows:
Campania Office Building A:
1. Substitute clay tile roofing with composite shingles of similar color.
2. Remove rooftop units and pour slabs for ground units.
3. Eliminate 2-story entry vault while still designating its hierarchical value to Overland
Road with an overbuild that ties into the main body of the roof, and also imitates a

method used on other buildings in the complex.
4. Bring the height of the stone element down and allow to die into the main body of roof.
5. Square off some of the arched elements in the vertical plane (such as over entry and
windows).
Campania Office Building C:
1. Substitute clay tile roofing with composite shingles of similar color.
2. Remove rooftop units and pour slabs for ground units.
3. Eliminate the parapet on the south side of building and continue hip roof.
4. Remove trellis shown on existing Landscape Plan (L1.1) for fire safety reasons.
Campania Office Building D:
1. Substitute clay tile roofing with composite shingles of similar color.
2. Remove rooftop units and pour slabs for ground units.
3. Eliminate the parapet on the south wall and barrel vault parapet on north and
create a continuous hipped roof.
4. Replace entry doors on chamfered northwest façade with window wall to match other
windows.
5. Remove trellis shown on existing Landscape Plan (L1.1) for fire safety reasons.
The original elevations for this development were approved with the previous Conditional Use
Permit because there was not a design review process in place with the City. The City now has
the Architectural Standards Manual to address the design of non-residential buildings. The
Director has determined that the previously approved elevations for this development can be
modified/approved administratively through a modification to the Conditional Use Permit.
III. CONDITIONS OF APPROVAL
A. Applicant shall comply with all previous conditions of approval associated with this
development except as modified with this approval [Development Agreement Inst. #100056508;

05-017].
B. The applicant shall obtain Certificate of Zoning Compliance and Design Review approval

IV. CITY COUNCIL REVIEW
The applicant or a party of record may request City Council review of a decision of the Director.

under Idaho Code 67-8003.
