The City has held multiple pre-application meetings regarding the proposed development and this was a topic of discussion during our many meetings. In general, we do try to support collector roadways at the mid-mile or at least have them align with other intersecting streets. In this particular case the property owner wants to retain his existing residence, so the applicant is proposing the offset which also provides traffic calming. The City can flexible on the alignment, if the offset is warranted and meets ACHD policy. I am not the Planner working on the project, but at today’s project review meeting, Alan was informed that he needed to address this item in the staff report and coordinate with ACHD on the proposed alignment. All, The 1st attachment is a vicinity map of Brighton’s Quartet Subdivision provided, if I recall correctly, by ACHD at the beginning of our planning process. - It has faint blue lines depicting future collector street alignments, including Joy Avenue from Quartet to McMillan in alignment with Joy Street north of McMillan nd The 2 attachment was provided by either the City of Meridian or ACHD at the 10.15.2019 pre-application meeting. - It shows the San Remo / Joy Ave alignment from Black Cat through Quartet to the “residential collector (new)” alignment to Joy Street and McMillan - The Pre-App Meeting notes state: “provide a collector streets (sic) in general alignment with the Master Street Map \[MSM\] to the north & west.” rd The 3 attachment is an August E-mail chain stating our concerns for Jamestown Ranch Subdivision’s significant deviation from the Quartet direction given to Brighton. - In those messages, we questioned Jamestown’s claim of “constructability” issues for maintaining ACHD’s MSM Joy Ave collector alignment rd - Based on early Jamestown drawings (first drawing, 3 attachment), it appears the issue is design—not constructability 2 The James Ranch 6.29.2021 Pre-App Meeting notes contain a statement from Kim Warren regarding a 10’ multi-use pathway along the east side of the mid-mile collector (Joy Ave). - The Jamestown design has that “mid-mile” collector and pathway located essentially one-quarter mile east of Black Cat We are confused! - What changes occurred in ACHD’s MSM and the City of Meridian’s direction for the mid-mile collector during the past two years? We request clarification from ACHD and the City well in advance of the hearing process so that we might formulate our response to the deviations and requirements applied to Quartet!
