The project is located on the northwest corner of Locust Grove and Ustick Roads in Section 31, Township 4 North, Range 1 East. The site contains approximately 21.81 acres and is currently zoned RUT in Ada County. Project Overview Annexation It Zoning The applicant is requesting annexation and zoning approval from the existing RUT (Rural Urban Transition) zoning to R-15 (Medium High -Density Residential District) to accommodate a proposed condominium development consisting of 120 attached and 2 detached single-family dwelling units. The R-15 zoning designation allows for a multi -family development through the conditional use permit process. The property is designated as Medium Density Residential by the Meridian City Comprehensive Plan Future Land Use Map, which allows for densities of three to eight dwelling units per acre. As designed, the project achieves an average overall gross density of 5.59 dwelling units per acre, in accordance with the Comprehensive Plan. The zoning amendment is desirable in that it expands the tax base of the City in conformance with the adopted comprehensive plan and Future Land Use Map of the city. The annexation and requested zoning designation is supported by numerous policies in the Comprehensive Plan, particularly those in the Land Use Section; specifically, Goal I, Objectives C, D; Goal II; Goal III, Objective A; Goal IV, Objectives A, B, C, D; Goal V, Objectives A, B, C, D. Conditional Use The applicant is requesting a conditional use permit to allow a multi -family development in an R-15 zone. Although each unit will be individually owned through a condominium plat, the project is technically characterized as a multi -family development because the condominiums will share the same property and are not located on individual lots. The project as designed complies with the Specific Use Standards of Section 11-4-3.272 of the UDC as required. rJ•U-B,A Engineers Surveyors Planners Development Narrative Chalet Marseilles December 14, 2007 Page 2 Preliminary Plat The preliminary plat contains a total of three (3) buildable lots and one (1) common lot, which will later be final platted as a condominium plat and will accommodate single -ownership for each unit. Three (3) of the lots will contain the condominiums and common area amenities. The one (1) common lot is located along Locust Grove and Ustick Roads to serve as the required 25-foot wide landscaped buffers. An easement is noted on the plat for the responsibility and maintenance of the common areas and amenities provided within the development. An existing stub street from the north will be extended (N. Heritage View Ave.), a new full-length street will be provided to the one -acre property to the west and primary access will be provided from Locust Grove Road to the east. The public streets will provide access to the private streets throughout the project. Private Streets The proposed private streets are designed with a total width of 36-feet, accommodating pavement for two travel lanes, a parking lane and 5-foot wide sidewalks on one side (located on the north and west sides). Additionally, the following required elements are addressed as follows: • Private street maintenance agreement: The private streets will be owned and maintained by the Homeowner's Association with restrictive CCEtR's. The CCEtR's do not allow for storage of vehicles or other items within the project. Visitor parking is also strictly controlled and limited. • Written approval from the Fire Department Et the Transportation authority: Upon submittal, the Fire Department and Ada County Highway District will have the opportunity to review the proposed private streets and provide written approval and/or conditions. Private Streets Et Parking - Alternative Compliance Request As previously stated, the proposed private streets are designed with a total width of 36-feet, accommodating pavement for two 10-foot wide travel lanes, an 8-foot wide parking lane on one side, 2-feet curb and 5-foot wide sidewalks on one side. The proposed street section for the private streets is identical to Ada County Highway District's reduced 29-foot street section. The parking lanes located along the private streets are being proposed to offer a wider private street, and also to provide additional parking. We would note that the proposed parking along the private streets is not needed to meet the minimum parking requirements; it is simply a pleasant addition to the project. Required parking is accommodated by the attached two -car garages and the 20X20 (or larger) driveways for each unit. The specific request for alternative compliance is associated with the width of the travel lanes and parking lane on the private streets. Meridian code requires 24-feet of travel lane for private streets and 9-feet of width for parallel parking. We are proposing 20-feet of travel lane and 8-feet for parallel parking along the private streets. Per our conversation with Joe Silva from the Meridian Fire Department, he indicated that people park on the 24-feet wide streets regardless of the fact that "No Parking" signs are present; and that the wider proposed street section would provide a designated parking lane to eliminate that particular occurrence. In summary, the proposed private streets exceed the minimum requirements and act as an enhancement to the project. We therefore respectfully request approval of the proposed street sections. Site Design The project is designed to accommodate an active adult retirement community. The dwellings will be condominiumized, providing the availability of single ownership for each unit. Most of the buildings are one-story, with an optional loft and most of those have been situated along the site border adjacent to existing single-family dwellings. The proposed land use and architectural style of the condominiums will enhance, compliment and fit in with the existing surrounding land uses. The project will be separated from the LDS church to the north by Monet Street, which will function as a residential collector and contains no front -on housing. The design creates an effective visual transition between the two land uses. Additionally, a two-story clubhouse building with several amenities will be centrally located within the northwestern portion of the site, and will be available to the individuals residing in the active adult community. Individual private storage and parking will be provided by the attached two -car garages for each unit. All building setbacks meet and exceed the zoning code minimums for multi -family along all property lines. The buildings on the northwest portion of the site are setback approximately 15-20 feet along the north, east and west property lines, while the buildings on the southern boundary are separated by common areas and E. Monet Lane (approx. 70-feet). The buildings on the southeast portion of the site are setback approximately 10-15 feet from the south and east property lines, while the buildings on the western and northern boundaries are separated by N. Chardin Ave. (50 feet on the west) and by Monet Street (70 feet on the north). The boundaries in the northwestern portion of the property will be landscaped with 5 foot wide paved walking pathways and fencing, and without balconies for additional neighbor privacy. Transportation Primary access to the property will be provided by N. Locust Grove Rd. on the east side of the property, located approximately 700-feet north of the Locust Grove/Ustick intersection. Ada County Highway District has indicated the location of the entrance roadway would be ideal, in that it will afford ample distance for stacking at the Ustick/Locust Grove intersection and it almost aligns with the existing roadway (E. Summerheights Drive) on the east side of Locust Grove. An existing internal local stub street from the north, N. Heritage View Ave., will be extended through the site and will terminate to the south, for a future connection to N. Three roads, Monet Street, N. Heritage View Avenue and N. Chardin Avenue within the project will be public and include curb, gutter and sidewalks in compliance with city code and Ada County Highway District. N. Chardin Avenue will provide convenient public street access to the one acre parcel to the west and will eliminate the need for direct access to Ustick and it will also afford the one acre property to develop lots on the narrow parcel in the future. The remaining roads within the project are private streets, accommodating two travel lanes, a parking lane, and 5-foot sidewalks on the north and west sides, which will be owned and maintained by the Homeowner's Association. Parking Two (2) covered off-street parking spaces are provided for each individual condominium via attached two -car garages (244 total covered spaces). The driveways also afford additional off-street uncovered parking (approx. 244+ spaces). The private streets are designed to accommodate additional visitor parking, with a designated parking lane on one side. All proposed parking; both covered and uncovered, exceeds that of the multi -family parking requirements. Amenities and Landscaping Clubhouse Chalet Marseilles Subdivision will feature a large clubhouse with exercise facilities, a spacious stadium seating theater, a gathering area with a commercial -grade kitchen, and a swimming pool with exercise lanes. The entrance area includes an elaborate waterscape feature embellishing the front court area of the clubhouse (see the enclosed rendering). Common Open Space The project includes abundant landscaping and open space. There are many unique amenities, including 1.46 acres (6.69%) committed to qualified usable open space, which is comprised of several amenities including a clubhouse, water feature, swimming pool, walking trails, fitness facilities, qualified open grassy areas, a putting green, a pavilion with tables and barbeque, a tennis court, a rose garden, and sitting areas. The overall total open space including 50% of the landscaped buffers is approximately 2.86 acres (13.11%). The proposed open space and amenities will provide a high quality of life for the active adult community and will be an asset to the City of Meridian. Building Design and Private Space The active adult project includes a total of 38 buildings with a mix of one, two, and four attached dwellings, totaling 122 units. The retirement homes are spacious, ranging from 1,300 square feet up to 3,000 square feet. There are four types of elevations proposed, two for each footprint. Some of the architectural features and building materials include brick, rock, stucco, tall entrance doors, arched windows, etc. Prices are expected to range from $279,900.00 to $400,000.00. Some of the features in the homes include spacious living areas, private patios, porches, well appointed and convenient kitchens, dens and sun rooms. Water Ft Sewer Ft Other Utilities City water and sewer lines are located in N. Heritage View Avenue and N. Locust Grove Road, and will be extended through the project in eight inch lines to serve the development. Pressurized irrigation will be provided and public utilities such as power, communications, and gas will be extended underground into the project. Fire Service The project is located in the Meridian Fire District with augmented fire protection provided by the installation of public water and fire hydrants. The city maintains a fire station immediately adjacent to the site on Locust Grove Road. Meeting with Joe Silva at Meridian Fire Department On December 12, 2007, we met with Joe Silva to discuss the site layout, private street sections, set backs, and the common driveways. The outcome of each item discussed is as follows: • Parking on the private streets: Joe Silva indicated that people park on the 24-feet wide streets regardless of the fact that "No Parking" signs are present; and that the wider proposed street section would provide a designated parking lane to eliminate that particular occurrence. • Travel lane widths: Two Ten -foot wide parking lanes on the private streets are acceptable because the parking lane provides additional pavement. Fire -sprinklers: Buildings with three or more attached dwellings shall be fire -sprinkled. Consider installing fire sprinklers in all buildings. Our intent is to fire sprinkle all buildings within the project and to provide one -hour fire walls between each individual attached dwelling. Common driveways: If the buildings are fire -sprinkled, the distance from the private street to the furthest point of the building shall be no more than 200-feet. If the buildings are not fire -sprinkled, that maximum distance is 150-feet. If neither distance can be met, a fire -department approved turnaround shall be provided and the concrete or asphalt shall be upgraded to accommodate a minimum of 75,000 pounds. The buildings are positioned to meet this requirement and two turnarounds are provided for the buildings in the northwest and southeast corners of the site. Summary We believe that we have designed a high quality project that will be an asset to the city and complies with both the spirit and intent of the Meridian Comprehensive Plan and Zoning Ordinance.
