Mckee, Commissioner RECEIVED MAR 0 6 &7 Oita' Of Meridian City Clerk Office In response to your request for comment, the Ada County Highway District (ACHD) staff has reviewed the submitted application and site plan for the item referenced above. It has been determined that the Right -of -Way and Development Services Department does not have any site specific requirements for you at this time due to the fact that all street improvements exist. If the site plan or use should change in the future, ACHD will review the site plan and ma require improvements to the transportation system at that time. y Prior to final approval you will need to submit plans to the ACHD Development Review Department. A traffic impact fee may be assessed by ACHD and will be due prior to the issuance of a building permit. Contact ACHD Planning & Development Services at 387-6170 for information regarding impact fees. Prior to the construction or installation of any roadway improvements (curb, gutter, sidewalk, pavement widening, driveways, culverts, etc), a permit or license agreement must be obtained from ACHD. The Applicant intends to construct one new building on Lots 1 & 2 which will span across these platted easements. Pennwood Street Applications: City Council review (appeal of Planning Director's Denial of Design Review criteria along an Entryway Corridor. Highlights of Proposed Development: The applicant's original submittal was rejected as not meeting several of the required architectural criteria of the UDC. The applicant came back with a much -improved design, but I still felt I must deny the application for the following reason: The proposed east elevation depicts five roll -up doors (vehicle bays) constructed of prefabricated steel panels and windows. UDC 11-3A-19C2 prohibits prefabricated steel panels except as accent materials. The applicant has verbally proposed roll -up doors with all windows to meet the required standard. However, I am concerned the doors will be up and open a majority of the day and will not meet the intent of UDC 11-3A-19A7. However any construction or Conditional Use that a Land Use Change Application be filed, for review, prior to final platting. Please contact Donna Moore at 466-7861 for further information. All laterals and waste ways must be protected. The District's Eight Mile Lateralcourses along the north boundary of this proposed project. The District's easement for the Eight Mile Lateral at this location is a minimum of eighty feet (801), forty feet (40') to each side of the centerline. However please contact the District directly to verify the width of easement necessary to operate, maintain and repair the Fight l�.�Tilo r atP, ,1 41;�, please seed revised plans showing exactly what proposed encroachments will be within the District's easement and exactly how far. This easement must be protected and any encroachment without a signed License Agreement and approved plan, before any construction is started, is unacceptable. If any municipal surface drainage leaves the site, the Nampa & Meridian Irrigation District must review drainage plans. The developer must comply with Idaho Code 31-3805. It is recommended that irrigation water be made available to all developments within the Nampa & Meridian Irrigation District. If this development is under a "rush" to be finalized, I would recommend that you submit a cashier's check, money order or cash as payment of the fees in order to speed the process up. If you submit a company or personal check, it must clear the bank before processing the application. Should this development be planning a pressure urban irrigation system that will be owned, operated and maintained by the Irrigation District, I strongly urge you to coordinate with John P. Anderson, Water Superintendent for the Irrigation District, concerning the installation of the pressure system. Enclosed is a questionnaire that you must fill out and return in order to initiate the process of contractual agreements between the owner or developer and the Irrigation District for the ownership, operation and maintenance of the pressure urban irrigation system.
