THE CORNER AT VINEYARDS
MERIDIAN, IDAHO
Richard A. Brown and W. Roy Brown, as owners of Lot #3, Lot #4 and Lot#5 of the
above commercial subdivision; joined by Maverick Country Stores, Inc. as owner of Lot
41 of the same and Gary A. Farnsworth as owner of Lot #2 of the same, are requesting a
zoning change from Meridian City from the current designation of "CN" to a designation
of "CC". Concurrent with said zoning change we are also requesting the granting of a
conditional use permit which would allow A-1 Scooters of Boise, Idaho to install a retail
sales and service motor scooter business on a portion of that property. The property
comprises all of a commercial subdivision created and platted in April 1992, and is
located on the southwest corner of West Cherry Lane and North Linder Road.
The property has been developed between 1992 and 1996 into a Maverick Country
convenience store, a coin operated car wash facility and a retail/office center housing
Domino's Pizza, Movie Gallery, Great Clips, Sprint Phone Store, H3 Pet Foods, Jackson -
Hewitt Tax Services and Renewed Expressions consignment store. All of the buildings
and grounds are, and always have been, well established and well maintained. No
changes to any building structure, landscaping, signage or ingress/egress are
contemplated. We believe that the requested zoning change will create no increase in
current traffic flow; nor will it create any negative impact on any of the surrounding area.
An undeveloped parcel to the east of subject property and adjacent to the Meridian Junior
High School is currently zoned "CC". We believe that all the commercial property in this
contiguous commercial area should be consistently zoned "CC". Said reclassification
will allow all the property owners to compete fairly for tenants with businesses that
conform to the "CC" zoning.
The associated request for a conditional use permit would allow A -I Scooters of Boise to
establish a retail business selling and servicing motor scooters, mopeds, push scooters
and related parts and accessories. Assembly and service of the same would also be
performed, with all display, service and retail activities conducted entirely inside the
premise. Anticipated business hours would be from 10:OOam — 6:OOpm Monday through
Saturday; very compatible with all surrounding uses.

RECAP OF COMMENTS:
Ralph Gentry General statements were positive regarding the existing
retail center, but did not want any changes, including
zoning changes.
Gilbert Thorsen Thorsen and Gentry arrived together and left together, and
in general, said the same things.
Gary Farnsworth Not a property owner in this geographic area. Gary owns a
neighboring business and came to see what was being
discussed. Spoke with everyone present and in general is
in favor of the zoning change and the proposed scooter
business being located there.
John Wasson Was concerned about "test ride" noise in the rear of the
center and noise late at night. It was explained that test
rides were to be conducted in the front parking area or
on the highway if the rider is licensed. Operating hours
are 10:00am-6:00pm and closed Sundays -should be very
compatible with the neighborhood. Wasson has opposed
everything this center has tried to do, including when it
was originally built; I expect him to continue to do so.
COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11-5A-5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan, text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public }searing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in.the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
I am aware of the above requirements and will comply with the posting requirements as stated in
UDC 11-5A-5.
