Priority Response Times Defined: Priority 0 type calls are no priority type of calls. Priority 1 type calls are for non-emergency type of calls where the officer will arrive at the earliest convenience, and shall obey all traffic laws. Priority 2 type calls require an urgent response where the officer will arrive as soon as practical,and should obey all traffic laws. Priority 3 type calls are an emergency response in which the lights and siren and driving as authorized for an emergency vehicle by Idaho Code to facilitate the quick and safe arrival of an officer to the scene. Other Police Comments: All qualified open space provided in the development,to include all amenities, must be in an open area in order to allow for natural observation opportunities. Pathways and landscaping should not create hiding spots or blind spots that would promote criminal opportunities. The Meridian Police Department will support all Community Development Staff recommendations,Traffic Impact Studies from ITD and or ACHD to improve access, roadways, intersections, pathways and sidewalks before the project if fully completed. The Meridian Police Department can service this area if approved.Any shared driveways shall have address signs at each entrance and the roadways shall be maintained for emergency response.Any gated communities shall provide a gate code key pad to allow police access to any part of the gated community. Any townhomes or multi-family units shall be clearly marked with addresses and unit numbers visible day or night for emergency response. Police Response Time- The proposed Rackham East/Eagle View Landing development application is approximately 2.7 miles from the Meridian Police Department. The expected response time to this area in an emergency is 3:40 minutes. The average emergency response time in the City of Meridian is just under 4 minutes. Emergency calls are defined as an emergency response with lights and sirens and driving as authorized for an emergency vehicle. The Meridian Police Department response time goal for emergencies is within 3-5 minutes. Between 10/16/2019- 10/15/2021, the Meridian Police Department responded to 2160 calls for service within the reporting district (M752) of the proposed development. The crime counts on the calls for service was 185 within a mile of the proposed development. See attached documents for details. Between 10/16/2019- 10/15/2021, the Meridian Police Department responded to 224 crashes within a mile of the proposed development. See attached documents for details. 2. Accessibility – The Meridian Police Department has no concerns with access into the proposed development. All shared driveways shall have address signs at each entrance and the roadways shall be maintained for police response as well as addressing on both sides of the building if they are alley loaded structures. The applicant can contact the addressing clerk for examples of approved signs. 3. Resource needs This proposed development is located in the southeast part of the city which the Meridian Police Department can service this development if approved. The Meridian Police Department already serves this area. 4. Other comments- The Meridian Police Department has no outstanding issues concerning this development application. It appears that these units may have climate-controlled hallways (not garden style) with controlled access entry points? If that is the case you will be required to plan for emergency police access into each building entry point using a multi-technology keypad with our own access code (same for each building) to use in an emergency. This will allow police access, if there is an emergency, into the building if someone isn’t able to come to the door to allow police entrance. Otherwise, police would have to breach the door to gain access which isn’t ideal for anyone and delays our response. In addition, all buildings must have numbers (or letters) displayed prominently so police, fire and paramedics can quickly find a building number and unit number day or night. Well-lit and identifiable placing of wayfinding signs for the whole complex at each entrance. Have someone take a look at the lighting package to ensure this will be covered along with any pathway lighting. All qualified open space provided in the development, to include all amenities, must be in an open area in order to allow for natural observation opportunities.
