Dear Mr. McKinnon:
On behalf of Falcon Creek, LLC, please accept our revised preliminary plat for Utility Business Park
Subdivision located o n t he northwest comer o f North Ten Mile R tad a nd West U stick R tad. T he
preliminary plat was tabled by the P1 .arming and Zoning Commission on April 18, 2002 and on May
16, 2002 in order for the applicant to make further modifications to the proposed preliminary plat and
annexation/zoning request.
Annexation and Zoning, Re~iuest for Utility Business Park Subdivision
At the April 17, 2002 City Council work-session, the Council recognized that this property needs a
special land use designation due to the proximity to the Meridian Waste Treatment Plan. The City
Council directed planning staff to create a new land use classification of Mixed Use - Waste
Treatment Plan (MU-WTP) for the Utility Business Park Subdivision. At this work-session the City
Council discussed the following types of uses that would be appropriate in the new Mixed Use
Classification of MU-WTP for the Utility Business Park property:
No new residential uses;
Existing residential uses may remain;
Professional office uses;
Warehousing uses;
Flex-space uses;
Office/warehouse uses;
Business Park u. ses;
Mini-storage
Unless otherwise permitted, all developments proposed in the MU-WTP area will require approval as
a Planned Development through the Conditional Use process. The Meridian City Council indicated
that Limited Office (L-O) zoning ',vas an appropriate transition buffer between the Light Industrial
zoning for the northern portion of the site and the residential subdivision to the south.
Preliminary Plat for Utility Business Park Subdivision
-.Minor modifications were made to the preliminary plat. The cul-de-sac accessing Lots 1-3, 10 and 11,
Block 1 has been adjusted to meet the cul-de-sac length standards of the Meridian Zoning Ordinance.
LotS have been .slightly reconfigured with the deletion of the park. At the Planning and Zoning
meeting on April 17, 2002 it was clarified by Tom Kurtz, Director of Meridian Parks and Recreation,
that the City of Meridian had no desire to own and maintain the park that was originally shown in the
northwest comer of the site. Due to the proximity to the sewer treatment plant and the questionability
of who will utilize the park, the applicant has opted to enlarge Lot2, Block 1 to encompass that area.
Lots 8 and 9, Block 1 were modified ha configuration in order to meet the Meridian Subdivision
Ordinance standards~
Sanitary Services Site (Lot 2, Block 1)
Falcon Creek, LLC is requesting approval of Lot 1, Block 1 for Western Recycling and Lot 2, Block 1
for Sanitary Services Corporation as allowed uses, with all land use development on Lots 3-11, Block
1 subject to conditional use permit requirements within the City of Meridian. Lots 1 and 2, Block 1
will be zoned I-L with Lots 3-11, Block 1 zoned L-O.
The applicant is working with Sanitary Services Company to provide a site for a new transfer station.
Sanitary Services Company and their architect have provided a detailed site plan showing the building
configuration on the site. The applicant is requesting the approval of the detailed site plan/landscape
plan with the understanding these plans will be incorporated in the pending Development Agreement
which will be recorded with this subdivision plat.
Building "A" will house an office with four (4) shop areas, Building "B" will house the transfer
station with an office and ADA compliant restroom facility. The site will provide adequate parking
with the potential for future expansion if necessary. Two (2) scales will be on-site. A portion of the
par.king lot will be paved. As shown on the site plan, a portion of the site will be reserved for future
expansion. Sanitary Services is proposing to construct the remainder of the site with a dust-free
surface until the expansion is warranted.
Elevations and floor plans have been provided for each of Buildings "A" and "B". As noted, Building
"B" will be a transfer station for Sanitary Services. Photos of typical transfer sites have been included
with these revised materials. The compaction portion of the station will occur within concrete walls.
Sanitary Services understands the concerns of Staff regarding ventilation of the building and therefore
will be providing ventilation through the roof of the building as shown per the building elevations.
Buffering betWeen the L-O and I-L uses will be provided .as per the site plan/landscape plan. A
landscape berm along the southern portion of Lot 2, Block 1 will provide adequate buffering of the
transfer station. Landscaping will be provided along the entire perimeter of Lot 2, Block 1 and within
the interior of the lot as required by the Meridian Zoning Ordinance.
In all, we feel the proposed revisions to the Utility Business P ark Subdivision with the additional
information regarding the Sanitary. Services site meets the concerns of Staff and the Planning and
