Annexation and Zoning, Preliminary Plat, and Variance Applications for Pinebridge Subdivision
Dear Anna:
DMB Investments, LLC is applying for the annexation, zoning and preliminary plat approval of
Pinebridge Subdivision, an approximately 170 acre property located generally at the southwest
intersection of N. Eagle Road and Fairview Avenue. A variance is also being requested for two access
points on Eagle Road.
Pinebridge Subdivision will provide the City of Meridian with high quality commercial uses, offices,
multi -family residential development, and a proposed medical campus. Approximately 3,000,000 square
feet of residential, commercial, and light office uses are proposed for Pinebridge. The large scale of the
proposed development will result in significant job creation and property tax revenue for the City of
Meridian. The proposed development will also result in the construction of the extension of E. Pine Ave.
between Locust Grove and Eagle Road; this extension will provide a critical road connection for the City
of Meridian.
Annexation and Zoning
The subject property is bounded to the north by Fairview Ave, to the south by Commercial Street, to the
west by Locust Grove, and to the east by N. Eagle Road. A rezone to C-G is being requested for
approximately 76 acres of the project which have already been annexed into the City of Meridian; these

properties had previously been zoned I-L and L-O. The remainder of the subject property, approximately
94 acres, is currently located in Ada County and zoned RUT; annexation and C-G zoning is requested for
these parcels. The requested C-G zoning designation is compatible with the City of Meridian
Comprehensive Plan designations of Mixed -Use and Mixed -Use Regional for the property and the C-G
zoning designation is compatible with the proposed multi -family residential, light office, retail, and
medical campus. As a part of the application for annexation and zoning, the applicant has submitted a
detailed conceptual site plan showing the uses proposed for the development and the proposed layout for
the development. All structures in Pinebridge will be in substantial compliance with the submitted
conceptual site plan and will also be required to obtain a Certificate of Zoning Compliance from the City
of Meridian and / or Conditional Use approval from the City of Meridian prior to the issuance of building
permits.
Preliminary Plat
The'proposed subdivision consists of 61 buildable lots and 21 common lots. All proposed lots meet City
of Meridian standards for the C-G zoning district. Buildable lots range in size from 18,382 square feet to
13.62 acres in size. The extension of Pine Street from Locust Grove to Eagle Road will provide the
primary east / west access for the proposed development. The proposed Pinebridge Avenue will provide
a north / south connection between Fairview Avenue and Pine Street. Two round-abouts have been
proposed for Pinebridge Avenue and Pine Street; one round -about is proposed for the intersection of Pine
Avenue and Webb Avenue and a second round -about is proposed for the intersection of Pinebridge and E.
State Avenue. All proposed streets will meet ACHD standards. A traffic study for Pinebridge has been
submitted to ACHD and ITD for their review. A cross -access agreement will be recorded for Pinebridge
to allow for shared parking.
Variance
A variance is being requested for two access points on Eagle Road; the first variance is being requested
for an existing access point on Commercial Street that has been used by Elixir, the second variance is for
a new access point which will be located on Eagle Road half -way between Pine Street and Commercial
Street. The variance for the Elixir access point is required due to a change in use; the second variance for
the proposed new access point on Eagle Road is required because of the access point's location on Eagle
Road.
The two variances are being requested to relieve undue hardships associated with the site. If the
proposed project were smaller in scale it would not be necessary to propose an additional access point on
Eagle Road; the 170 acre size of the proposed development and the location of the project make it
necessary to create a new access point to provide adequate connectivity and access for the proposed
development. The change in the intensity of use for the existing Elixir access point warrants the second
proposed variance to allow for the continuing use of an existing access point. The proposed change in use
of the subject property is supported by Meridian's Comprehensive Plan; the Pinebridge property is
designated for Mixed -Use, Industrial, and Mixed -Use Regional development. It would not be possible to
develop the subject property in a manner consistent with Meridian's Comprehensive Plan without
changing the intensity of use on the property.
The two access points will not be detrimental to health, welfare or safety; the two access points are
addressed in the traffic study which has been commissioned for Pinebridge. The developer is currently
working with ITD to obtain approval for the spacing of the access points; the access points will be
constructed to meet all requirements from ITD and the City of Meridian.
The proposed variances will not constitute the granting of a special right or privilege. The first variance
request for the Elixir access point is simply for the continuing use of an existing access point; the change
in use that warrants the variance request is supported by Meridian's Comprehensive Plan designation for
the property. The continuing use of the access point does not grant a special right or privilege. The
second variance is for a new access point on Eagle Road; the size of the proposed development
necessitates an additional access point to provide adequate connectivity and access to the project. The
proposed access points are supported by the traffic study for the project. In the recent past, many
commercial projects on Eagle Road have been approved with new access points to Eagle Road; given the
existing conditions on Eagle Road, the granting of the proposed access point on Eagle for Pinebridge will
not constitute the granting of a special right or privilege.
Applicable Comprehensive Plan Policies
Pinebridge Subdivision is supported by the following Meridian Comprehensive Plan Policies:
Ch. IV, Goal II, Diversify economic base of the City — make Meridian more than a "bedroom "
community.
Pinebridge will add approximately 3,000,000 square feet of commercial, residential, and office
development to the City of Meridian and help to diversify the economic base of the City.
Ch. VI, Goal V, Encourage the development of a continuum of services to meet the healthcare needs of
the citizens of Meridian.
A medical campus is being proposed for Pinebridge; the medical campus will help to meet the healthcare
needs of the citizens of Meridian.
Ch. VII. Goal II, Serve the Treasure Valley as a regional, industrial, commercial, and retail distribution
hub.
The significant commercial component of Pinebridge Subdivision will help to make Meridian a
commercial hub for the Treasure Valley.
Ch. VII, Goal III, Ensure that adequate public services, including transportation for existing and future
development are provided.
The extensions of Pine Street and Pinebridge Avenue will provide key transportation routes for the City
of Meridian.
Ch. VII, Goal IV, Encourage compatible uses to minimize conflicts and maximize use of land.
The proposed medical campus, commercial, light -office, and residential uses are compatible with existing
uses in the Eagle / Fairview area of Meridian and with the Comprehensive Plan designations for future
development in the area.
Ch. VII, Goal V, Offer a diversity of housing types for a greater range of choice.
The proposed multi -family residential component of Pinebridge will help to add to Meridian's diversity
of housing types by adding multi -family housing to a housing inventory that is made up primarily with
single family residential development.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11-5A-5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment

LLC on two parcels located in Section 8, T3N, R1E in Meridian. This property is a portion of the
land currently being processed through Meridian as the Pinebride project for DMB Investments.
DMB currently has a third party interested in a portion of the project and wishes to adjust the
property lines of two parcels they currently own to reflect the boundaries required by the third
party. The new boundary has been established using the configuration desired by ACHD and
