Highlights of Proposed Development: Annexation and Zoning of 35.33 acres to R-8. Preliminary Plat
approval of 175 single-family residential building lots and 16 common lots. The applicant is proposing a
mix of alley-loaded lots (90 lots) and standard, street-loaded single-family lots (85 lots). All of the
proposed lots confonn to the dimensional standards of the R-8 zone. The average lot size in the proposed
development is 5,000 square feet. Nearly 12% (approximately four acres) of the site is being set aside for
open space; 6% (approximately two acres) of the site is being set aside for useable open space.

Outstanding Issue(s) for City Council: None. The Transportation Task Force requested that the City
Council discuss with the avplicant the possibility of constructinl! an off-site sidewalk from Meridian Road
to their east property line. However. based on new infonnation provided to the Task Force by the School
District. it does not appear that the Task Force is requestinl! that the City require this off-site improvement
. (see attached memo from Steve Siddoway). As proposed by the Planning & Zoning Commission the
subject applicant is required to construct sidewalk along their frontage, prior to issuance of the first
building pennit.

Ambercreek Subdivision Sidewalks
Re:
This memo is to confirm our discussions to date and to provide an updated status report on the issues
surrounding a requirement for an off-site sidewalk adjacent to Ambercreek Subdivision.
The Transportation Task Force is concerned about providing adequate pedestrian connections from
subdivisions to the new schools that will be built in the North Meridian area. Ambercreek Subdivision is
located near the southwest corner of Meridian and McMillan Roads. A new middle school, Heritage
Middle School, is scheduled to be built at the northeast corner of Meridian and McMillan Roads. There
is approximately 265 feet along McMillan Road from the eastern edge of Ambercreek subdivision to the
intersection.
The Transportation Task Force would like to see Heritage Middle School avoid a sihlation like Sawtooth
Middle School (near Ustick/Linder) where school children are forced to walk along a dangerous stretch
of unimproved right-of-way with no sidewalks. To that end, the Task Force recommends that the City
Council consider requiring construction of an off-site sidewalk or pathway improvement to connect
Ambercreek Subdivsion to the intersection of McMillan/Meridian. This could be accomplished through
a development agreement tied to the annexation.
Subsequent staff research into this issue has revealed the following issues.
. There appears to be enough existing right-of-way (approximately 12 feet) between the existing
edge of pavement and the property line of the adjacent parcel to accommodate a 5-foot detached
asphalt pathway. .
. However, according to the proposed Middle School attendance boundaries posted on the school
district's web site, children in the Ambercreek Subdivision would not attend Heritage Middle
School, but would attend Sawtooth Middle School. Note: the boundary is not yet adopted. The
proposed map is attached.
Council will need to weigh the desire for sidewalk connectivity to the new middle school against the
knowledge that children in Ambercreek may not attend Heritage Middle. Even so, this is an important
issue for discussion, as some children will have to walk along the north side of McMillan Road, which
may not have sidewalks constructed prior to the school opening; and other children will need to walk
south along Meridian Road. At the very least, the developer should be required to build sidewalks along
their entire frontage (Meridian and McMillan) for the property they own, as per the P&Z Commission
Recommendation.

The enrollment numbers here apply to the 2006 boundary map.
The only change for 2007 is a split of Sawtooth Middle School
to Heritage Middle School. This allows balanced enrollment in
2006 without another change in 2007.
