Caleb Hood, Planning Division Manager Community Development Services Meridian City Hall Meridian, ID 83642 RE: Bainbridge Subdivision No. 11 (FP H-2019-0125) – Alternative Compliance Dear Mr. Hood: Brighton Development, Inc., (“BDI”) is submitting an Alternative Compliance application for Bainbridge Subdivision No. 11 to complete the required landscaping and buffering along Chinden Boulevard / US 20-26 east of the Tree Farm entrance. BDI requests approval to install an alternate to the standard set forth in 11-3H-4D-3A and meet the required sound attenuation. We have worked with Earl Mullen, PE, a licensed sound engineer, as required in UDC 11-3H-4D-4, and his report has been submitted in this application. He has determined that the Brighton Fence detail (constructed with 4x6 cedar posts, 2x6 DF #2 rails, with overlapping 1” no-gap 7/8” cedar pickets) as shown on the landscape plan will substantially attenuate the sound by 14dBA from Chinden Boulevard, and easily meet ITD’s test for effectiveness. We are requesting approval to construct the wood fence as the sound barrier that matches the fence that was previously been approved and constructed in phase 7 for aesthetics and continuity. We state that our proposal is in conformance with the standards set forth by the UDC. As confirmed by the sound engineer, we respectfully request your administrative approval of the Brighton Fence as a substitute solution as it provides the required noise abatement in accordance with ITD standards.
