SUBJECT: PATHWAYS MASTER PLAN LAND USE MAP AMENDMENT
The Parks and Recreation Department is pleased to submit an application for an
amendment to the land use map of the City of Meridian Comprehensive Plan. The
specific amendment is the Pathways Master plan which, when adopted will constitute an
element of the comprehensive plan. The request is for an amendment to the land use map
of the Comprehensive Plan.
Plannina Area
The planning area is the area of impact for the City of Meridian.
Background
The Pathways Master Plan has not been updated since 2003 and a comprehensive update
to the pathways plan had not been completed since the first master pathway plan was
developed in 2000. Funding from the Planning Department to engage a consultant to
prepare the proposed plan was provided to the Parks and Recreation Department to be
completed in partnership with planning staff. Alta Planning and Design was selected to
complete the study. The consultants completed extensive fieldwork which included
walking existing and proposed pathway alignments with GPS and compiling a photo
library of pathway alignments. The consultants held two public open houses and four
meeting with pathways subcommittee of the Parks and Recreation Commission which
they referred to at the technical advisory committee (TAC).
As residential development continues to occur in the city, the pathway system will
continue to grow as developers build their portion of the overall pathway system. As part
of the development of the Plan, project staff analyzed the existing pathway system and
street network. The Plan recommends improvements that will upgrade the existing
system where needed, fill in the missing gaps in the system, and connect significant
environmental features, schools, public facilities, local neighborhoods, and business
districts throughout the region. The Plan proposes the development of a pathways system
that identifies a core system of pathways based on the existing canal system within the
City of Meridian. This core system of pathways is enhanced by the developer -
implemented pathways that will provide connections to and through many residential
areas while creating a larger citywide loop. The system of athwa s

Land Use Desianations
The application is for an amendment to the land use map of the Comprehensive Plan.
Exhibit A shows the current land use map designations and Exhibit B is a map illustrating
the proposed updated land use map. A full discussion of the changes to the pathway
system will be included in the application for the text amendment.
Summary
Approval of the proposed Meridian Master Pathway Plan land use map amendment
provides an opportunity for the city to continue to develop a community wide multi use
pathway system that provides for connectivity to schools, parks, neighborhood centers
and other city amenities. The community pathway system will encourage the use of
alternate forms of transportation for citizens to get to work, to school, to businesses or to
simply have a more active lifestyle. The updated Master Pathway plan map will also
serve as an important planning tool for city staff and developers as the community
continues to develop. The consequences of not approving the plan map are that the City
will be forced to continue to evaluate individual proposals using out of date land use map
information that doesn't provide the more specific direction offered in the updated land
use map. Your consideration and approval are respectfully requested.
