(Ord. 592, 11-17-1992; amd. 1999 Code) Rev. 10/26/00 Tt---ALEY'S LAND SURVEYING July 31, 2001 Meridian Planning and Zoning Commission 33 East Idaho Street Meridian Idaho 83642 RE: Condition Use Application Planned Development Residential 2455 N. Meridian Road Meridian, Idaho Dear Members of the Commission: 2501 Bogus Basin Rd. • Boise, Idaho 83702 (208) 385-0636 Fax (208) 385-0696 This is an application by Tyler Torkelson seeking approval of Condition Use for a 3.00 acres in the NW 1/4, Section 31, T3N, R1E, BM. The property is located on N Meridian Road near the intersection of Ustick Road. Services are adjacent to the site and development in the general area are clear reasons for redevelopment of this parcel. Please note the following responses to questions raised in the City of Meridian's application: Tyler Torkelson, Applicant 2455 Meridian Road Meridian, Idaho 83642 863-1669 2. Tyler Torkelson is the owner of the property. See warrantee deed. See attached Affidavit. 4. The Applicant is planning a nineteen lot townhouse development on three acres of land. A Planned Development Residential ( PD-R) Condition Use request is being made to address the specific site planning issues of this zero lot line single-family development. The Site Plan calls for a zero lot line and a five foot (5') for attached townhouse lots. Minimum lot size has been reduced to 3,311 square feet. Minimum street frontage is requested to be reduced to thirty feet (30'). The applicant is requesting a Meridian zone of R-8 with an accompanying Conditional Use Application and Preliminary Plat.. No density bonuses have been requested as part of this Planning Development Residential Application. 6. The proposed development recognizes the impact of Meridian Road on the property and the developer has selected a resident land use compatible with this location.. Properties that border arterial road system are impacted in terms of type and layout of residential development. We believe a well buffered townhouse development is the most desireable form of housing for this site. Townhouse development is specifically noted in the Meridian Comprehensive Plan as a form of housing that offers diversity in the type of residence found in the City of Meridian. 7. The Comprehensive Plan designates this area as single-family residential land uses. Individual ownership of each townhouse is intended to meet the definition of single-family housing. All required landscape buffers and street connections have been incorporated in this development plan. The required ten percent open space for Planned Development Residential (PD-R) has been met with a total of 13.1 % of the site in open space. 8. See attached Condition Use Site Plan as well as the Preliminary Plat layout for confirmation of site improvements.. A temporary emergency turn around will be provided. 9. The applicant agrees to pay any additional sewer, water or trash fees or charges associated with the residential use associated with this proposal. 10. The owner will post sign stating timing of Public Hearing and related information to this Condition Use Application. The applicant will notify the Zoning Administrator confirm that the property has been posted and the date on which it was placed. 11. The applicant/surveyor has read the application verifies the information to be true and correct. We ask that the Commission recommend approval of this application to the City Council. Respectfully, Richard A.
