Tamara,
I have discussed the concerns regarding parking on Blue Heron Lane with our traffic department.
The survey stated percentages of parking spaces that were available on-site; however, there is either a space available
to park or not. When figuring out parking space availability, the numbers need to round down. If the figures used in the
survey were accurate, then between 8-10pm there are zero (0) uncovered spaces, 24 covered spaces and 9 garages

available. It is hard to count garage availability, as garage doors are typically down. Were the garage doors open, that
were calculated as empty?
The survey conducted on the street, those numbers need to be rounded up, not down. Again, there is either a car in the
parking space or not. If the apartment complex is providing some type of sticker to the residents of their registered
vehicle, then there would be documentation if an apartment complex occupant was parking on the street.
Blue Heron Lane is public right-of-way, which provides on-street parking for the apartment complex on the south side of
the street, the condos on the north side of the street, 3 additional residences and the public. Blue Heron Lane is a 36-
foot wide street section (measured back-of-curb to back-of-curb) which is sufficient to allow on-street parking on both
sides of the roadway and provide the necessary 20-feet of emergency access required by Fire Code. Therefore, this is a
situation that Ada County Highway District (ACHD) would typically deny a request to install no on-street parking signs.
Public roadways are under the jurisdiction of ACHD and are the only authority that is allowed to install “No Parking”
signs on any roadways in Ada County. If any signs are installed without authorization by ACHD are subject to immediate
removal by ACHD.
ACHD can consider restricting parking on Blue Heron Lane at the Meridian Road and Blue Heron Lane intersection. The
restrictions would be based upon ACHD staff observations and in coordination with the Meridian Police Department. A
request can be submitted directly to ACHD. Additionally, ACHD can evaluate parking restrictions on Blue Heron Lane, but
that will require a petition signed by 75% of the homeowners abutting Blue Heron Lane. The apartment complex gets
one (1) vote.
Finally, if the Meridian Fire Department requires “No Parking Fire Lane” signs on one or both sides of Blue Heron Lane,
then ACHD would coordinate with the Meridian Fire Department.

Evidently, when cars are parked on both sides of the street it is difficult for vehicles to get through. They also park too
close to the intersection at Meridian Road. Perhaps some signage or striping is needed? The apartment complex
performed a month-long parking survey, attached. There complex has enough parking as there are over 20 stalls open
each evening, perhaps street parking is closer than first come sites in the complex.
