To Whom It May Concern:
BRS Architects, on behalf of Talon Construction, is requesting a Conditional Use
Permit to construct six townhouses in the new O-T district which deviate from the
requirements of the Design Guidelines. The property is currently two lots in the
C-C district, each with an existing structure which will remain, but will be
subdivided into nine separate lots and re -zoned to the O-T district (see
accompanying Preliminary Plat and Re -Zone applications).
The two re -defined westerly lots will have new parking areas developed behind
the exiting structures that remain, but the buildings themselves will not be
modified. The townhouses will be developed on the Seven lots to the East (six
building lots and one common area lot). This Conditional Use Permit application
only considers the seven Easterly lots. Any future renovation of the existing
structures will be done under the requirements of the O-T District.
The design guidelines for the O-T district primarily address commercial structures
fronting the street and do not adequately address residential uses or account for
structures located behind those fronting on the street. The proposed townhouses
are located more than 140' from the street and are behind the two existing
structures which will remain. The new buildings have been designed to create
interest through modulations of the roof line and fagade as well as a mix of stone,
wood siding and shingle finish materials. This design should fit in well with the
intent of the district and will be a positive addition to the area. We do not meet,
however, some of the requirements of the district for glazing area, balcony
heights and parapets which are not readily achievable in residential structures
and which may not be applicable to buildings located in the rear of a
development.
Therefore, we request a Conditional Use Permit, in conjunction with a Preliminary
Plat and Re -Zone, to construct six new townhouses that do not conform to the
Design Guidelines of the O-T district
We feel that this project can succeed in helping the city of Meridian in achieving
the goals of the Old Town district and will be a great addition to the community. I
trust that you will agree and that a positive response will result, but if you have

Dear Mr —Johnson,
At your request, MTl has performed a limited sub -surface investigation for the above mentioned project.
This investigation was conducted. to develop information about local groundwater conditions. The one test
pit advanced by the contractor, should be properly backfilled and compacted if structural elements arc to be
located above:. Soils exposed in the test pit sidewalls were logged in accordance with the Unified Soil
Classification System, and are noted within the test pit log, attached.
Soil And Sediment Profile:
One test pit was advanced to a depth of 15.7 feet below ground Surface (bgs). Groundwater was present at a
depth of 15.7 feet bgs. Because of the limited view gained by this test pit variation of soil profile across the
site should be anticipated.
Cemented Sandy Silt (ML) - Light brown, slightly moist, very stiff to bard, sandy silt soils were observed
at ground surface. Fine-grained sand was observed throughout the sandy silt soils, and organic ina.terial was

Poorly -Graded Sandy Gravel (GP) - Light brown. slightly moist, medium dense to dense, poorly -graded
gravel ,sediments were observed under the cemented sandy silt horizon. Fine-grained sand and gravels of up
to 1 inch in diameter were present within this sediment. Poorly -graded gravel sediments were .noted between
7.3 to 9.4 feet bgs.
Cemented Sandy Silt (.ML) - Underlying poorly graded sandy gravel, brown, slightly moist, weakly
cemented, sandy silt was observed. Cemented sandy silt soils were noted to depths of 9A to 12.4 feet bgs.
Poorly -Graded Sandy Gravel ((-,,P) - Light brown, slightly moist to saturated, medium dense to dense,
poorly -graded gravel sediments were observed under the cemented sandy silt horizon. Fine to medium -
grained sand and cobbles of up to 3 inches in diameter were present within this sediment. Poorly -graded
gravel sediments extended beyond the ten>nination depths of this test pit.
The test pit wall was generally stable except through the poorly graded sandy gravel between 7.3 to 9.4 feet
bgs and below 12.4 feet bgs. Excavations through granular sediments, particularly after penetrating the
water table, will have a propensity for sloughing or caving.

Groundwater was encountered during the field investigation at a depth of 15.7 feet bgs. Soil moistures in the
test pit was generally slightly moist within surficial soils. Between 73 and 12.4 feet, soil moisture remained
constant at slightly moist through the poorly graded sandy gravel and sandy silt. Within the poorly -graded
sandy gravel, soil moisture graded from slightly moist to saturated as the water table was approached and
penetrated.
Groundwater levels in the site vicinity are controlled in. large part by residential and commercial irrigation
activity in the local area. Maximum groundwater elevations likely occur during irrigation season.
Estimating seasonal groundwater level fluctuation is problematic without regular monitoring. However,
during previous explorations performed in June 2006, July 2006 and October 2006, each within
approximately 0.6 mile of the project site, groundwater was noted within numerous test pits at depths of
between 13.5 and 15.4 feet bgs- Weak to moderate cementation was noted to a depth of 12.4 feet bgs.
Typically, groundwater will remove cementation. if the water level bas raised to this level consistently
through recent times, Therefore, based on evidence of this ijavestigation and background knowledge of the
area, MTl anticipates groundwater depths to remain greater than 12.5 feet bgs throughout the year. This
depth is an estimate.
Soil Infiltration .Rates
Soil permeability, which was not tested in the field, is a measure of the ability of a soil to transmit a fluid.
Given die absence of these measurements, for this report an estimation of fluid transport is presented using
generally recognized values for each soil type and gradation. Of soils comprising the generalized soil profile
for this study, silt soils generally offer little permeability, with typical hydraulic infiltration rates of less than
2 inches per hour, though calcium carbonate cementation encountered within cemented silt soils May reduce
this value to near zero. Sandy silt soils will exhibit infiltration rates of commonly from 4 to 8 inches per
hour. Silty sand soils usually display rates of 6 to 18 inches per hour. Poorly -graded sand or gravel
sediments typically exhibit infiltration values in. excess of 24 inches per hour. Infiltration testing is generally
not required within these sediments as a result of the free -draining .nature.
It is recommended that infiltration. facilities constructed on the site be extended into native sandy gravel
sediments. Excavation depths of approximately 7.0 feet bgs minimum should be anticipated to expose these
sandy gravel sediments. Because of the high soil permeability, ASTM C 33 filter sand, or equivalent, should
be incorporated into design of infiltration facilities. An infiltration rate of 8 inches per hour should be used
in design.
