The subject development is located at the southeast corner of Eagle Road and Franklin Road. The project is bordered on the west by SH 55 / Eagle Road. However, just beyond said road is the residential subdivision, Greenhill Estates. While buffered by SH 55 / Eagle Road, this subdivision is, in fact, located within 300 feet of the proposed restaurant / drive-thru. Access to the subject site will be from approved ingress/egress locations on Eagle Road, Franklin Road, and St. Luke's Drive. The site will provide in excess (10) of the minimum number of parking stalls required by ordinance (8). However, the restaurant will have access to ample additional parking through a cross-parking/access agreement with other lots within the Gardner-Ahlquist Gateway development. Additionally, per the development agreement in effect for the site, the structure is subject to the City's design review process. We believe that the building does, in fact, meet the City's design standards. First, the building will be constructed with a stud -framed exterior wall receiving a variety of finish materials. Finishes include E.F.I.S and a stone veneer. The E.F.I.S consists of, at minimum, three (3) different colors, used to compliment the stone veneer. The roofline is identified by varying parapet heights, designed to screen the mechanical equipment. Metal awnings will also be provided above building entrances and windows. At this time, we are also requesting the design review requirement for a locating a pedestrian walkway specifically on this lot be waved. Per the site and landscape plan, it is evident that the lot is too small to accommodate such a walkway from the sidewalk on Eagle Road to the subject building. In support of this, a walkway would have to cross at either the entrance or in the center of the proposed drive-thru, thus creating a traffic hazard. As such, we do not believe that locating a walkway solely on this lot would be in the best interest of the City, or the safety and welfare of the general public. A walkway can be provided at the terminus of the drive-thru, however, with appropriate signage indicating a pedestrian crossing to outgoing traffic.
