Amendment Application
Mayor de Weerd, City Council, and Planning and Zoning Commission,
The Planning Department is pleased to submit this application to amend
the City's Future Land Use Map. This request pertains to the South
Meridian Area as identified in the attached narrative. The requested
changes are the result of a ten month planning process that involved
substantial public and stakeholder participation, as well as a market
analysis that was prepared in conjunction with the plan.
The Planning Department will submit an accompanying text amendment
application in the near future. The text amendment will provide further
detail about the impacts of the proposed changes on the future of the
City.
We look forward to hearing your thoughts about the plan and proposed
changes as this application moves through the hearing process.

Purpose
The purpose of this application is to amend the City of Meridian Future Land Use Map.
Components of the request include (1) expanding the area of city impact (AOCI) per the
South Meridian study area boundary shown in Exhibit 1 and (2) approving the proposed
future land uses for eventual expansion of city limits as identified in Exhibit 2. The
effected area is south of the existing AOCI between McDermott Road and one quarter
mile west of Cloverdale Road, which is an extension of the current eastern AOCI
boundary. The southern terminus of the suggested boundary extends east from the corner
of Lake Hazel Road and McDermott Road to the mid -mile between Linder Road and
Meridian Road, at which point it turns south. It proceeds south to the half mile between
Columbia Road and Hubbard Road. From there, it turns east and continues to one quarter
mile west of Cloverdale Road.
A separate text amendment application will accompany this Comprehensive Plan
Amendment application. The text amendment will provide further detail about the
impacts of the proposed map changes.
II. Background
AOCI's are areas into which a city can reasonably be assumed to grow over a timeline of
approximately ten years. Meridian's existing AOCI boundary to the south was last
updated upon adoption of the Comprehensive Plan in 2002. Meridian's population at that
time was approximately 40,000 residents. The City experienced a population increase of
67.5 % between 2002 and 2006, growing to 66,565 residents. Although much of the
growth over that time occurred in North Meridian, the area south of I-84 also underwent
considerable development. Recent growth trends and development pressures indicate
that the existing area of city impact is no longer adequate to meet future demand. As
such, the City initiated a planning process for the South Meridian Area in the spring of
2006.
South Meridian Area Planning Process
The City envisioned an extremely inclusive and participatory effort for preparing this
plan. The City hired a local public relations firm as the primary lead for this project. The
project team identified stakeholders and created a contact list of individuals and entities
that should help develop the plan. The list of stakeholders included property owners and
residents in the study area, city officials (Meridian and Kuna), county commissioners,
ACHD staff and officials, Idaho Transportation Department representatives, COMPASS
staff, and interested citizens. The consultant updated the stakeholder list after each public
meeting and periodically throughout the process to ensure that all interested individuals
stayed informed as the plan moved forward. The project team provided stakeholders with
meeting announcements by direct mail. The team also used media releases and e-mail to
announce meetings and provide project updates.
The City held three public meetings throughout the South Meridian planning process:
Meeting 1: Boundary Identification; April 12, 2006- The first public meeting for
the South Meridian Planning Process sought to identify a study area boundary.
Participants engaged in a "dot -exercise" to indicate (1) where they live and (2)
whether they identify more with the City of Meridian or another entity (Ada
County, City of Kuna, City of Nampa, etc.). Based on participant feedback, City
Council identified the study area boundary (see Exhibit 1). Exhibit 3 is a packet
of sign -in sheets from Meeting 1.
Meeting 2: Visioning; July 20, 2006- The second public meeting brought
stakeholders and the public together to identify and discuss the vision for the
future of the area. The project team and attendees discussed land use,
transportation, amenities, and others issues. Based on discussions at the July 20'h
meeting the project team developed three distinct land use alternatives to present
to the public for review. Exhibit 4 is a packet of sign -in sheets from Meeting 2.
• Meeting 3: Alternatives; September 20, 2006- The project team presented the
three alternatives to the public at Meeting 3. Discussions with participants
provided further clarity to the project team as they developed the "preferred
alternative." Exhibit 5 is a packet of sign -in sheets from Meeting 3.
In addition to public feedback and discussions from the three meetings, in preparing the
draft future land use map the project team considered other regional plans (Communities
in Motion), a market study for the area prepared in conjunction with the Comprehensive
Plan, and suggestions from outside consultants.
III. Narrative per Comprehensive Plan Amendment Application Checklist
A. Specific details of the change requested
This request involves two closely related components. The first is that the
City adjust its southern impact area boundary to coincide with the study area
in Exhibit 1. The second is that the City designate future land uses for the
expanded area of city impact as outlined in Exhibit 2.

Land Use Designations and Map Components
Low Density Residential
The majority of the land in this request (60%) is designated Low Density
Residential. The amount of Low Density Residential responds to stakeholder
comments received by the City throughout the process.
Medium Density
The project team identified Amity, Ten Mile, Meridian, and Lake Hazel
Roads as appropriate corridors for medium density residential uses. They
selected these corridors because (1) stakeholders suggested higher intensity
uses along major transportation routes, and (2) the corridors are identified as
future transit routes in Communities In Motion.
Mixed Use/Neighborhood Centers
There are four Neighborhood Centers in the study area. The chosen locations
(1) allow for future transit stops that are on major transportation corridors and
(2) will meet day-to-day shopping needs of residents in the South Meridian
Area, The Mixed -Use Neighborhood designation is assigned to all
Neighborhood Centers in South Meridian, which allows high and medium
density residential in addition to smaller -scale commercial uses.
Pathways and Open Space/Public Designations
The pathway network on the proposed future land use map mirrors the most
recent iteration of the Meridian Pathway Plan Update. The Meridian Parks
Department will propose the updated pathway system as a CPA application
that will move forward concurrently with this request. The city expects some
minor revisions before the final draft system is determined. Once the network
is finalized it will be included on the future land use map. The project team
identified park locations based on (1) projected population assuming proposed
densities (current level of service standards) and (2) the proposed pathway
network (which will connect parks to other locations with a primarily off -road
system).
Fire Stations
The Meridian Fire Department worked with the project team to identify future
fire station locations.
New Designations
The draft future land use map for this area proposes two new land use
designations that are not recognized on the existing future land use map. They
are:
1. Employment Sanctuary:
This designation will allow for a mix of office, light industrial, and
commercial uses. These will include office or business parks, high tech
businesses, and supporting commercial businesses (e.g., restaurants,
banks, copy stores, coffee shops, etc.). It is important to note that this area
is not intended as a retail center. Non -employment uses will be limited to
those necessary to support the existing employment uses. The designation
will not allow housing, although mixed -use neighborhood centers and
medium density residential are appropriate in close proximity to the
employment sanctuary to provide convenient commuting opportunities.
Intended commercial/retail uses are relatively small in scale and are
intended to support the employment uses in the sanctuary.
2. Transition Overlay:
This overlay is located along the southern and western borders of the study
area. Its purpose is to preserve a transition between the cities of Meridian
and Kuna upon eventual future buildout. It will establish a demarcation
between the two communities so that people traveling between them
recognize that they have left one community and arrived in another. The
project team recommends a combination of the following elements to
achieve this objective:
o Predominantly low density residential development. This ensures
a visual transition between medium density residential and
commercial land uses in Meridian and adjacent development in
the cities of Nampa and Kuna. The exception is along some
parts of Lake Hazel Road. Communities in Motion identifies
the corridor as future transit route coming west from Boise to
Meridian Road. As such, it presents an opportunity for
medium and higher density residential development, as well as
mixed use areas which can support future provision of transit
services.
o Larger front setbacks. These are recommended for residential
development fronting collector and arterial roads within this
transition area to create the perception that the area is less
densely developed and strengthen the sense of transition
between the two communities.
o Gateway features. Consistent with the Comprehensive Plan, major
roads within the transition zones would be subject to
landscaping and other requirements to create gateways into the
City.
The related text amendment to follow will provide more details about the
new designations.
B. Address how the proposed amendment provides an improved guide to
future growth and development of the City
The proposed amendment provides an improved guide to future growth and
development in the City in that there is currently not an adopted plan for this
area. The land in the area is primarily zoned Rural Residential and
Residential 1 (Ada County zoning designations), which allow for one unit per
ten acres and one unit per acre respectively. With City services extending
south of I-84 near Linder Road in spring 2007, and the Ten Mile Interchange
programmed for construction in 2009, this area will experience considerable
development pressure in the near future. The proposed amendment outlines
future land uses that are compatible with one another and that respect the
wishes of current residents and land owners. It provides a guide to both
decision makers and developers as new projects are planned and the area
begins to urbanize.
C. Any Other Data and Information that would Support this request
Southeast Meridian Comprehensive Plan Amendment
On September 21, 2006, the Planning & Zoning Commission held a hearing
for the Southeast Meridian Comprehensive Plan Amendment, file number
CPA-06-003, submitted by Bailey Engineering. After hearing testimony the
Commission forwarded a recommendation of approval to City Council. City
Council held a hearing about the application on October 24, 2006, and
approved the request.
The geographic area of the South Meridian CPA entirely encompasses the
area impacted by the Southeast Meridian CPA. The South Meridian project
team had regular contact with Bailey's representative throughout the planning
process. Bailey is therefore aware of the proposed changes to the future land
use map approved by Council on October 24, 2006 (notably, more medium
density residential near the corner of Locust Grove Road and Lake Hazel
Road, and changing the designation on the southeast corner of Meridian Road
and Lake Hazel Road from Mixed -Use to Employment Sanctuary). Bailey
Engineering agrees with the proposed changes per the letter labeled Exhibit 6.
Service Provision
In 2005 the Meridian Public Works Department retained the services of JUB
Engineers to update the City's Water and Sewer Master Plan. The update
established a plan to provide water and sewer services south of city limits.
Exhibit 7 and Exhibit 8 are the updated Sewer and Water Master Plan for the
South Meridian Area.
