Re: Final Plat Application for Umbria Subdivision (formerly known as Silver Oaks
Subdivision).
Dear Ms. Canning,
Please accept the attached Final Plat application for the proposed Umbria Subdivision
(formerly known as Silver Oaks Subdivision). The final plat consists of only three lots, a
larger northern lot (zoned R-15), a smaller southern lot fronting on Franklin Road (zoned
L-O), and a Nampa Meridian Irrigation District lot for irrigation purposes. The
preliminary plat for this subdivision was accompanied by a Conditional Use Permit to
allow 70 four-plex units, a clubhouse, pool, and a fitness facility on the R-15 zoned lot
and 4 offices on the L-O zoned property.
The submitted final plat is in substantial compliance with the approved preliminary plat,
the Conditions of Approval for the Conditional Use Permit (File No. CUP-05-024) and
the UDC. The plat has been prepared in conformance with the acceptable engineering,
architectural and surveying practices and local standards. The property was annexed on
January 3, 2006 (Ordinance #06-1209) and a Development Agreement was signed on the
same night (Instrument No. 106002636).
The construction of a large number of multi -family buildings on a single lot may create
some confusion for the issuance occupancy permits prior to the completion of all of the
improvements. We anticipate the need to construct the multi -family portion of the
development in three phases. Each of the three phases can be subject to a separate
Certificate of Zoning Compliance. In this manner all of the landscaping and infrastructure
improvements can be built and installed in a more manageable situation. Upon the
completion of each "phase", occupancy permits can be issued for those buildings ahead
of the next phase of buildings. We intend on building all of the basic water, sewer and PI
infrastructure in the first "phase as well as the clubhouse, fitness facility pool and play
area. Fire access and hydrants will be provided per the International Fire Code as
development moves forward in each phase. A co

Pursuant to the City Council's wishes (and condition of approval), we have increased the
relief of the buildings to provide more architectural interest to the buildings as well as
provided three different building and trim colors. There will be three different
architectural treatments for the buildings including stucco, cultured stone and decorative
window treatments (metal guard rails) to provide additional visual interest in the
buildings. A colored rendering of the elevations has been attached for your review; the
rendering shows the different colors, architectural treatments and modulation of the
buildings as requested by Council.
We have been working with JUB Engineers and have provided easements (construction
and permanent utility easements) to the City for the construction of the future sewer trunk
that will be bored under the railroad track near the northeast corner of the final plat.
There has been a change to the original easement, but the developer is happy to continue
working with JUB and the City until we have the easement in the right location.
The Cherry Lane Christian Church has been very cooperative in working with us on joint
improvements for access off of the Franklin right-of-way and on the shared public and
the private road adjoining both developments. We are a few months ahead of their
building schedule, so their cooperation has been greatly appreciated.

SILVER OAKS SUBDIVISION
PRE -DEVELOPMENT SITE CONDTIONS:
The Silver Oaks Subdivision site is located in Meridian on the North side of Franklin Rd.
between Ten Mile RD. and Black Cat Rd. The site is bound by the Kennedy Lateral to
the West and South, and Union Pacific Railroad to the North. The Eastern Property to
the South borders Cherry Lane Christian Church property. The Eastern property to the
North borders property Avest Limited Partnership owns.
Historically the storm -water coming from the approximate 29 acres of farmland within
the limits of the Silver Oaks Subdivision has stayed on -site entirely. The ground slopes
to the North of the sight. The South and Western portion of the site have a much greater
slope than the other portions of the site.
A drawing named "Pre -Development Site" located in Appendix A represents the pre -
development site drainage areas.
POST -DEVELOPMENT SITE CONDTIONS:
The Post -development plan for this site has been designed using several BMP methods.
The BMP's that are used the most in the design of this system are BMP 38a, 43, and 44.
BMP 38a describes the manner in which the water flows to the storage facilities. This is
basically via curb cuts, and grassy areas that have a slight slope allowing the water to
drain away from pavement and buildings, but holds it on the grassy areas long enough for
the Grassy areas to filter the storm -water appropriately. The pond storage area is based
on BMP 44. This area will have vegetation in the form of grass, and possibly some other
vegetation. Its main purpose is to store the water that will eventually go into the
infiltration trench. BMP 43 discusses the infiltration trenches and is the example that we
have used in setting up our design. Our infiltration trenches will consist of the sand
trench wrapped entirely in filter fabric.
Post -development drainage will be directed to Ponds, two trenches and a sand trench
adjacent to Franklin Road on the North side where additional pavement is to be added.
Storm -water will be directed to the ponds via overland flow. The water that sheet flows
across the parking areas will be directed into ponds through inlets that are cuts in the
sidewalk. The inlets will be a foot and a half wide and approximately 6 inches in height.
Behind these inlets and in front of the ponds there will be grassy swales that will slope at
2% between all buildings and around 1 % in other locations leading to the ponds. The
inlets will have metal plates above them so they can be lifted off for cleaning purposes.
If the Inlets ever clog entirely or the runoff is too great for the inlets to take, the water
will simply run over the curb and sidewalk, however this is not anticipated.
The Ponds and the trenches onsite are sized so that they will store the 100 year storm
with an intensity of 1.1 inches in 1 hour. They will also empty entirely within 24 hours.
This is accomplished with sand filled trenches that will be entirely wrapped with fabric
that will allow Storm -water, but not sediment to pass through. The sand trenches are the
only factor used for estimating the drainage time since the on -site soil samples showed
material that had poor permeability. The lowest elevation of the sand trenches will be
approximately at or slightly higher than the highest seasonal ground -water elevation. If
at this elevation there is material that is not free draining then it will be removed and
additional sand will replace this material. The sand trench will be at least three feet,
allowing for three feet of separation between highest seasonal ground water and the top
of the trench. After the trench is wrapped Rock will be placed so that it resembles a dry
creek bed. The sand trenches will be sized so that they will drain all of the storm -water
in the pond within 24 hours. The sand trenches and the rock bed above will meander and
vary slightly in width to imitate a natural creek formation. The rock beds (Dry Creek
Beds) that will be placed on the surface will usually extend longer than the sand trenches
under them so that they look natural and in most cases extend for the entire length of the
pond bottom.
The ponds are designed in accordance with the parameters that there will be three feet of
separation between the lowest pond elevation and the highest seasonal groundwater.
They are located at least twenty feet from any building, and they have a maximum slope
of 3:1 and in almost all cases the maximum slope will be 4:1. The ponds will be very
shallow and the contour of the land will be very gentle. The bottom of the ponds will
slope gently towards the meandering rock beds.
Gravel Trenches
All of the water onsite will be directed towards the ponds on -site except for the two areas
where water will be directed to gravel filled trenches. The trenches are used in place of
ponds due to constraints of being 5 feet from property boundaries, and 20 feet away from
buildings. The trenches will have a certain portion of them sitting over a sand trench as
described above. The rock in the sand trenches will be 1.5" uniformly graded gravel.
The sand trench will allow the water to leave in 24 hours, and the gravel trench above
them in these cases will store the 100-year storm runoff. The trenches will look rather
uniform in comparison to the meandering dry creek bed look that the ponds will have at
their lower elevations.
ACHD Draina e
All runoff from the ACHD roads North of Franklin Rd. and the portion of stormwater
that will run down Silver Oaks Drive from Franklin Rd. will be treated in the Sand and
grease trap and then directed to two ponds behind the trap. Pond 15 shown in appendix A
("Post -Development Site") refers to two ponds located behind the sand and grease trap.
The first pond (Known as the forebay) will be sized to accommodate one third of the 1
hour storm with a 2-year storm intensity. The pond adjacent to this pond will have
enough storage for the 100-year storm minus the storage in the forebay. These ponds
will
have the same trench systems in the bottom of them to eliminate the storm -water within
24 hours.
The additional runoff from the added pavement on Franklin Rd. will run into a sand and
gravel trench that will be a total of four feet deep, three feet wide, and 48 feet in length.
A drawing named "Post -Development Site", located in Appendix A, represents the post -
development site drainage areas.
STORM WATER MANAGEMENT DESIGN:

Storm Water Runoff:
The Rational Method was used to determine peak flow rates for Post development areas.
A one hour storm resulting in 1.1 inches of storm -water is used to replicate the 100-year
storm event. This event and its impact to the site are quantified in Appendix B. The site
is broken into areas in the Post -development map in Appendix A.
Sand and Grease Traps antes•
The Sand and grease trap is sized for a 100 year storm and a maximum velocity of 0.5
ft/sec. The method of sizing the Sand and Grease Trap was to use the rational method
with a time of concentration of 10 minutes with an intensity of 3.1 in/hr. This is the
worst case scenario for the velocity. These calculations are in Appendix B
3 Foot Drainage Trench:
The trench size was determined by taking the additional pavement we are adding to
Franklin Rd. on the North side and using the CIA method for the 100 year storm. The
Intensity (I) factor will be the same one used, 1.1 inches. The additional area on Franklin
Rd. accounted for is 1635 SF. The C factor for Pavement is 0.95. The calculations are
also shown in appendix B.
