Florence Street location to improve cell coverage in this densely populated commercial/retail intersection of Meridian City. T-Mobile currently doesn't serve the area extremely well and wishes to enhance coverage for the city residents and business patrons of this high traffic area. As we have looked at this project, we have considered a number of different antenna applications that would meet our needs. After much consideration, we believe this proposal of replacing a parking lot light is the most appropriate. It is a slim design that is aesthetically pleasing. Aside from the additional height, the pole will appear (same color) as the other existing light poles in the parking lot of this development. Because the antennas are located inside a 5' tall shroud at the top of the light pole, the general public will have no idea antennas are located on the property. To conclude, not only will this location meet our needs of improving cell phone service for the residents of your city, but this site design will have the smallest visual impact on the area. I would be more than happy to answer any further questions you might have with regards to this application. SL6O24 Meridian Retail Variance Narrative There are multiple reasons T-Mobile is seeking a variance for the proposed installation of a wireless communications facility at 3100 E. Florence Street. The issue we are contesting is the set back requirement between the facility and Olive Avenue to the west. The ordinance calls for a setback from a publicly owned right of way of at least twice the height of the tower. Our location on the property is set back only 50' from Olive Avenue. In asking for the variance, I cite the fact that the design is completely `stealth' and different than the traditional tower or monopole that is identified in the ordinance. We are replacing an existing 30' parking lot light with a 50' parking lot light of a similar design that will house a single antenna at the top of the pole. The antenna will occupy the top 5' of the pole and is completely shrouded. The pole is specifically designed and engineered so that the shrouded antenna is able to sleeve right on top of the 45' structure and minimize the appearance of any equipment. In section F of the Wireless Communication Facility code, there are only 2 directions given when referencing a stealth tower: that the facility be hidden or camouflaged; and that the facility not exceed the height limitation of the district in which it is located. The proposed design certainly meets these two guidelines. Besides being a stealth design, we feel that the location on the property is the most appropriate given the characteristics of the parcel. In examining the drawings, ill that we selected the location with the least impact to the public in accessing and us g use retail district. In locating the equipment adjacent to the dumpster, we will also be able to tie our block wall enclosure into the existing one that hides the dumpster. With the entrance to all three retail stores being to the east, the parking spaces around the corner to the west are rarely used by the public. Another consideration is that power and telephone service (necessary to operate facility) are both located in this same corner near the dumpster. Although there are existing light poles within the property that do meet the setback requirement, the issue becomes the location of the equipment at the base of the pole. From a safety standpoint, it doesn't make sense to build a block wall in the middle of a parking island that will only impede the view of the surrounding traffic. The property currently facilitates 2 drive-thru services (Wendy's and Starbucks) and a block wall in this heavily trafficked area might be cause for a safety concern. In conclusion, I believe this variance request should be considered because of its stealth design. A design such as this shouldn't be subject to the same requirements as a traditional tower or monopole. I also believe this location on the property is in the best interest of the public as it doesn't impose on the main thoroughfare area where business is conducted by the retail and restaurant locations.
